The three-man board was or- dered set up by Norman C. Soady, conciliation officer of the Ontario Department of Labour, whose at- tempts to bring about an agree- ment were unsuccessful. ei4P.112.44611%....11.1.121.16.1.4131.211.1SIERARIMII.ROMMUAIM...C111821.11 Under the regulations, both parties appoint one man to the board and they must agree on the naming of a chairman. If they fail to select a chairman, the department may appoint one. One official said it may take a month before the board is form- ally constituted.
