Police officers have stated hi con- fidence that at least 75 percent of the accidents, they investigate, are caused directly or indirectly by drinking. However our laws are such that only a fraction of the drivers are charged with impaired or drunken driving. We continue to ignore the traf- fic signs and the speed limits.
