et. 5, more than 11,000 persons at-
nded the Teeswater fall fair and
se nagricultmal board is expected to
clear close to 12,000. The Teeswater
flair, is, rated as Ontario's largest two-
day fair and this year's exhibits and
crowds dwarfed previous records in
spite of threatening weather. Among
the grain exhibitors was Alex. Stew-
art, of Ailsa Craig, the championn
oat grower of the world. Three bands
were in attendance.
TO STUDY FLYING

TO URGE PAVING
Completion of paving the Blue
Water highway is to be strongly ur-
ged upon the Ontario Government at
an early date, it was stated by Mayor
H. J. MocEwan, Goderich, at the re-
gular meetin of Town CounciI'. His
worship said that a meeting of the
Blue Water Highway Association had
been called for October 12 to discuss,
the camptign. "This road is in des-
perate condition. At one gine one
could count 3,200 cars a day passing,
over this highway. Today, you can
almost count them on your hands,,"
said a councillor who urged a house-
to-house canvass for the signing of
petition in all municipalities along
the routs. Reeve Turner thought that
the Province had paved 40 miles of
this road from Kincardine north this
year and .You could not expect any
more in one year,

TO SELECT NEW LEADER
Ontario Conservatives set Decem-
ber 8 and 9 as dates for a province -
wide convention to choose a new
party leader succeeding Hon. Earl
Rowe, leader since 1936. Mr. Rowe
announced his resignation last July.
By a vote of 200 to 83, delegates sel-
ected the date and beat down a pro-
posal to defer the convention until
spring. Supporters of Lieut. Col.
George Drew, prominent contender
for the leadership, have been urging
an early convention, as have been the
followers of Leopold Macauley, Con-
servative House leader, and another
leadership. aspirant.
Some Brief Notes On The
Canada Temperance Act
No. 4—The Liquor Control Act Pro-
tected the Situation.
The Liquor Control Act of 1929
specifically provided that `Nothing in
this Act shall be construed as inter-
fering with the operation of the Can-
ada Temperance Act applicalole to
any part of Ontario and no govern-
ment store shall be established in a
municipality in which the Canada
temperance Act has been brought
nto force and is still in force.
The Conservative administrations
n power in Ontario from 1926 to
934 observed this provision of their
wn Act.

In the legislative session of 1935,
the first after his corning to power,
14 Ir. Hepburn introduced and had pas -
ed several amendments to the Liq-
or Control Act. One of these re-
pealed the section as quotes; above
a
And substituted the following: "No-
hing contained in this Act snail be
onstrued as interfering with the
peration of the Canada Temperance
ct applicable to any pall of Ont-
rio, and no government store snail
e established and beer and wine shall
et be sold under the provis'ons of
this Act and the regulations in any
municipality in which the Canada
Temperance Act has been brought
into force And is still in force,"
•
' •l'f!his legislattion Mr. 'Hepburn had
placed on the statute books notwith-
standing the fact that he had at that
time invaded the counties of, Huron
and • Perth,' and tri part Peel, with
beer authorities. It seems clear that
Mr.• Ir'epbui*` at this stage sought to
get by with his private interpretation
of the technical words "and is still in
force". The question of the decis-
ion or wish of the people seems not
to have entered his mind,
In the following year, to straighten
his position and avoid the accusation
of violating his own Act, he repeal-
ed this Section (Section 68) entirely
The new Section 68 is one that re-
quires brewers to use properly emb-
ossed corks in marketing their prod -
lets. The change is posst'hly suggest -
of th^voverntncnts' idea of s'sc-
