NEW BRIDGE BEING BUILT
The first big undertaking in con-
nection with the taking over of the
Thames Road as a Provincial High-
way is now well under way with the
construction of a new bridge about
three miles east of Exeter and the
elimination of much of the grade on
either .side of the bridge. The old
bridge, familiarly known as the Jef-
frey bridge has been removed and
the new bridge will be a reinforced
concrete, rigid frame bridge. It .will
have a 65 foot span with 30 feet
clear road a five foot sidewalk a-
long one side. The hills on either side
of the bridge are being cut down 3

recorded loss of property..by lire in
Canada during the 15 years, 1922 to

approximately one human life is sac-

Some Brief Notes On
Canada Temperance Act
No.
3--r-Why Suspension was asked.
Among the counties that reverted
for self-•pro.teetio:r to the Canada
'.emperance Act was • brougnt into
operation in Huron in May of that
year eleven of the sixteen t.,wnsnrps
and in addition the 'Town of Canton
were under local option saw. During
the progress of the war, Lice Ontario
1 emperance Act, imposing ; e-ovnice-
wide prohibition of retail sale, was
passed in 1916.
There is a natural development in
laws to meet changing conditions and
gro, iing abuses which appear 4.rtn the
passling of time,.'The liquor laws are
no exception and the provincial Act
of hefts carried more arnple provision
than tieborninion law 0.L .. ."3. it
also carried heavier penalties. But
the general rule that when a Domin-
ion act and a provincial act coyer I w
the same charges, the Dominion Iaw
takes precedence, prevented the app-
lication of these heavier penalties in
Huron and other counties under the ^
Canadian Temperance Act,

In order to secure the complete
application of the provincial prohib-
itory law, the Canada Temperance
Act was amended so as to provide
for the suspension of is to perations
on petition of the e-ectors concer.i;;d.
Huron, Perth and Peel took advant-
age of this provision and in each
county the operation of the Act was
suspended by order of the Go.e'nor-
General in Council. The terms of this
suspension provision were a bit in-
definite. The suspension was to con-
tinue as long as the provincialstat-
ute continued to be as roatrictive as
the Canada Temperance Act.
Both the introduction of the Can-
ada Temperance Act in these count- A
fes and its suspension were due to it
the legally expressed desire of the ?
people of these counties for more
complete restriction of liquor; and
this attitude has been so pronounced •
and persistent that the liquor inter -
gists have not dared to challenge it fit
by a vote on the question, preferring p1
to carry on a ssa.botage of the lttw 3
and the will of the people Through s
