The blockade is a Strong, eii'ectivc and necessary weapon, but the far- mer should not be asked to bear the whole Cost of it. So if we ,can Sell bacon or cheese to Britain at the price they can pay, even it it is below the cost of production, we should do so; but the whole country, not the farmer alone should bear the cost of such help. The C.C.F. calls for a definite pro- gram now. Farmers don't need to be told what's wrong; they know. The priers of what they sell are fed or almost stationary, but the prices of manufactured goods and of almost all the fanner buys, are climbing a- gain. We urge the fanners to seek their own salvation and urge the foll- owing steps: 1. Farm products' prices that will assure the, farmer a full return ,far his labor and his investment. ,i. Local agricultural representat- ives should be advised to give farm- ers advice and guidance on the crops and products 'that will fit market ne- eds in wat time. These should include r.epresentitives of far- mers and consumers as wa.: :, g;•ov- eennent and distri utors. 5. Grading of farm p. oducte should be done jointly by :feesuers and buyers under government aus- piees. 6 Milk dis:tributlon Should be organized as a public utility under municipal or provincial control, 7, The provincial government should give every encouragement, in- cluding financial aid where necessary • to both consumer:,' and producer;' co-operatives, it realizes that improvement of conditions on the fang dep:nnT lar- gely upon. the establishment of a bettor market for farm products -- this can come with imp.rovment in the wages and standard of living of the urban worker also. Such impro- vement it seeks to provide. When the policies are carried out, the better standard of living of the population as a whole will •enormously increase the home market foi the farmer: produce. This is the greatest mark- et for the Ontario farmer and the: only one on which he can rely secu- rely. They butter and Bacon situation emphasizes the need for an intelligg• eat agricultural policy. It consistent- ly trged the establishment of Mar- keting Board with adequate producer representation, authorized to pay to farmers prices for their produce bas- ed upon the cost of other eoxnmodites which they buy and a proper return for their labor; that n.7 one class should he called upon to make a con- tributation which is not borne by the nation as a Whole; that, regardless of the mires obtained overseas, the Can- adian producer shall be paid full value for hi: product.
