Santa Claus comes early
partments for
Senior citizens
Santa Claus came a little early
to the Village of Zurich when
representatives of the Ontario
Housing Corporation met with
members of council to present
the final plans for the low-cost
rental housing project. The offic-
ials told the council tenders
would be called in the very near
future.
The property has now been
purchased for the housing units
from Quimby Hess, on the south
side of highway 84 just east of
the arena.
Plans for the building call for
a 2 -storey structure containing
20 units of one -bedroom design.
The monthly rental fee will be
from $43 to 550, depending on
the applicant's financial status,
The village share of the operat-
ing deficit on these types of
units is estimated to run at
54,000 per year, with the prov-
incial grant in lieu of taxes est-
imated to be the same amount.
In reality the project will not
cost the ratepayers in the village
anything.
Size of the property purchased
is 105 feet wide and 232 feet
deep.
On several occasions during
the past year the village council
had almost given up the hopes of
obtaining the housing units, so
the announcement by OHC was
welcome news. •

The council of the Village of
Zurich have appointed a new
legal firm to look after their bus-
iness for the coming year. At
their regular meeting on Wed-
nesday afternoon council agreed
to appoint the Goderich firm of
Donnelly and Murphy to replace
the Bell and Laughton firm of
Exeter.
Bell and Laughton have looked
after the affairs of the village
since incorporation, but a letter
from C.V. Laughton read at the
meeting asked council to appoint
another legal firm. Mr. Laughton
explained that municipal work is
getting too specialized for the
ordinary law firms, and he sug-
gested a firm such as Donnelly
and Murphy or Robert Mountain
of Stratford were in a much better
position to look after the details
of municipal law.
In other business at their reg-
ular meeting council were adv-
ised that the final plans for the
R.T.J. Holdings sub -division in
the south-west corner of the vill-
age of Zurich are now ready for
final signing. Reeve Fred Haber-
er was asked to contact the Kit-
chener firm and arrange a date
for the final signing of all the nec-
essary agreements.
The new sub -division will
consist of 37 building lots.
A land severance application
from Armstrong and Russell
to sever part of lot 21, conces-
sion 10, was approved. The firm
wish to sell the Car Wash pres-
ently located on the property on
a piece of land approximately
80' x 115', If the severance is
approved by the Land Division
committee of Huron County, the
Car Wash will be put back into
operation.
Councillor Leroy Thiel, report-
ing for the Ausable-Bayfield
Conservation Authority, told
council that the authority would
be purchasing approximately
eight and a half acres of land in
the east section of the village,
adjacent to the arena, for further
development of a park area.
The development of the area will
be paid for by the authority,
while the village will be respon-
sible for maintenance. Mr. Thiel
also told the council there would
be a ten percent increase in the
levy to all municipalities in 1976.
Speaking for the road and
streets committee, councillor
George Haggitt suggested to
council that the Zurich Drain
south should be cleaned out.
He estimated that the costs
involved might amount to. $300
or $400, and this would be
spread across the costs of the
municipal drain, • Mr. Haggitt
also 'said there was a certain
amount of silt in the drain which
comes from the sewage lagoon.
The road committee chair-
man also told the council he was
not very pleased with the prog-
ress on the re -construction prog-
ram for highway 84, explaining
that there has been practically
no communications between the
engineer, contractor and village
council. He cited the tearing out
of the sidewalk in front of the
hotel just before Christmas as
very poor planning.
Chairman of the finance and
property committee, Ray McKin-
non told council that there will be
a surplus in this year's operat-
ion of the village. Total revenue
for the year is placed at $178,000,
while the expenditures are estim-
ated at $168,000.
Mr. McKinnon told council
that the Ontario Municipal Board
has turned down a request to
allow for another $10,000 in deb-
entures to cover the capital
costs involved with the new
municipal building. He suggest-
ed that the balance be paid out of
current funds spread over a two-
year period.
Reporting for the arena com-
mittee, Isidore Laporte, said the
operations there are producing
more revenue than had been
expected. He pointed out that the
estimated budget revenue for the
year was $19,150, while the
receipts to date amount to
$25,953. However, he added,
the expenditures will also be up
slightly over the budget figure,
but not as much in comparison.
In correspondence at the meet-
ing council were advised by M.
Sirotic Real Estate that they
would be vacating the rented
village building at the end of
this month.
A request from the vendors in
the Farmer's Market this summ-
er that their assessment be
lowered from $300 to $200 was
approved by council.
Acting as secretary for clerk
Mrs. Betty Oke, councillor Mc-
Kinnon told the council there
was only $13,019.56 out in tax
arrears at the end of Novemb-
er. Since then some of these
tax arrears have been cleared off.
