Guests of the Club for the afternoon were Mrs. Elsie Henderson, Norman Lear and William Farnsworth, who provided some musical numbers, with piano instrum- entals by Mrs. Fremlin and mouth organ selections by Walter Kingswell. PHONE 2623002 The Minister of Agricult- ure has authorized the Can- adian Dairy Commission to announce significant policy developments while, at the same time, elaborating upon the previously announced long-term dairy policy. Effective immediately, an export equalization fund for dairy products has been established by the Govern- ment. The levy rate establ- ished under the fund will be 651 per hundred pounds of milk effective October 1, 1975, a reduction of 251 from the previous level. There will be a refund to producers on deliveries made during the period of July 1 to September 30, 1975. This refund will amount to 251 per hundred pounds of milk, or 7.141 per pound of butterfat, on all in -quota deliveries to which the earlier 904 rate applied. The Government has agreed to a five-year averaging app- roach to the financing of losses on export sales of dairy products. The export equalization fund will be administered by the Canadian Dairy Com- mission. It is designed to prevent sharp variations in levy rates collected from producers while, at the same time, generating sufficient revenue to meet the total loss on export sales of dairy products over the next five- year period. The levy rate will be review- ed and, if necessary, adjusted annually to reflect changes in inventory and in the internat- ional market conditions for dairy products. The rate will be set at a level which is expected to ensure the fund does not, at year-end, show a deficit or surplus of more than $40 million. In the administration of the fund, interest will be charged on loans from the Govern- ment, and interest will be paid on surplus in the account. The dairy policy announced on March 27, provided for an increase to 100 million cwt, or 5% in deliveries of manuf- acturing milk on which a subsidy of $2.66 would be paid. Present indications are that production this year will be in excess of this amount. This could require a change in the method of subsidy pay- ment by the Dairy Commis- sion to ensure uniform pay- ment to all producers.
