Huron County Council
-vetoed municipal restruct-
uring a few weeks ago. Who
knows what might have hap-
pened if the "Tiger" had still
been around. What would he
have to say about the Mun-
icipal boundaries that were
set so long ago?
' The study sessions of the
1975 council must have borne
some resemblance to the
struggles of the late 1830's
when Tiger Dunlop and the
tither fathers of local govern-
ment fought for local auton-
omy with the government at
York.
They were challenged by
HISTORIC JAIL
the then provincial govern-
ment to show that they could
earn the right to govern their
ow n aFl•iars.
A government centre was
required, comprising a jail, a
court facility and a council
chamber. Dunlop and his coh-
orts accepted the challenge.
The result of their efforts was
the Huron Historic Goal.
Being a somewhat frugal
lot. and not wanting the
taxes to be too high. they
made 0 composite .plan. Much
to the display of the local
clergy. they eliminated
the third -floor chapel From the
jail plan. and built instead a
combination courtroom and

at this popular tourist site, and
point more clearly to the
original purpose in having
the building constructed.
It is a big job, and, the
research required is still
largely incomplete. The build -
inti is giving many clues. how -
e( er. By examining the base-
boards and the floor. one can
tell the location of the prison-
er' s clock. the jury' 5 box, and
Ih(' judge's platform.
B� studying the walls. the
oiac(•nlent of railings and
other fixtures can be deter-
mined. Behind the now -plast-
ered walls are the telltale
signs of huge chimneys for
I,Ir;.te box stoves. By studying
other chambers of the same
period. the furniture and furn-
ishings can be determined.

Day, erected the two foot -
thick walls on a footing loc-
ated eight feet below the
surface of the ground. As well
as shaking escape by tunnel-
ing a virtual impossibility,
the design has assured the
stability • of the structure
for many generations to come.
Although there has been some
cracking, and some mortar
decay, a t'CCent eXatllinat-
ion by Federal Government
ol'1•icials ha:, re -assured the
Huron Historic Jail Board that
the walls have reached a
state of"equilibrium" and
little further deterioration is
L'\peeled.
Th at doesn't eliminate cur-
rent problems, however.
'FIte jail walls need three rem-
edial measures to he under-
taken. For the most part,
they are labour-intensive
activities, and, costs are there-
by quite high. The most imp-
ortant task is to "monitor"
the walls, for further move-
ment or shift. This will be
accomplished by inserting ;a
slumber of glass rods throug;►
the two -foot thickness adjae-
ent to existing cracks. As long
as the glass remains intact,
the walls are proven to be
stable and no further remed-
ial work is required. Secondly,
the wall caps need coated with
a synthetic material to prev-
ent water seepage. Many
years ago, they were covered
1•Iv a three-foot stone thatch
w hill caused water to run
off. However, that thatch
was relative(! from most of
the walls. Finally, much of
the mortar needs re -pointing.
