Fifty local officers and dist-
rict directors of the National
Farmer's Union in Toronto on
Monday, to discuss the Ont-
ario Beef -Calf Income Stabil-
ization program and discuss
changes necessary to make
the program acceptable to
members,
Throughout the discussions
members made it clear that
they did not accept the insur-
ance principle or a plan on
the provincial level. They were
prepared to support the plan
with major changes until
such time as the federal gov-
critment accommodates a
national plan.
The major changes that
were requested were outlined
in the copy of the telex sent
to Premier Davis that was
mailed to all locals and
districts and briefly outlined
were; 1. that the deadline
of August 31st, for enrolment,
be extended. 2. we are prep-
ared to support the program,
with major changes, with the
understanding it is an interim
program until such time as
the federal eral g overnment acc-
ommodates a national plan,
for we recognize the national
nature of problems for beef
producers.
3. we must insist that the ,
base level of the Ontario plan
be no less than 70( per
pound this year, and would
thereafter be indexed to cover
the full cost of production
including an adequate return
to labour and capital.
4. because of the blank
cheque nature of the forms of
the present plan which farm-
ers must sign to enroll, we
require a guarantee that the
enrolment fee will not exceed
$5.00 per cow per year so long
as the program is operated on
a provincial basis.
5. we must strongly insist
that supply -management be
incorporated to deter a few
greedy individuals from
destroying the program by
placing an upper limit of 100
cows that are eligible for
individual family farms with
provisions for additional
allocations for partnerships or
where more than one family
is involved. There should be
expansion controls for those

sions were aware that they
were looking at a blueprint
of a program for other farm
commodities. A suggestion
to recommend to our members
that they do not enroll in the
, program came under heavy
discussion but it was generally
agreed that in view of the ext -

remely weak market that is
developing for calves that it
would be best to explain to
those concerned the pros and
cons of the program and let
each member make his or her
own decision.
Any producer entering into
the plan should read the regis-
tration form very carefully
and realize exactly what he or
she is signing. One producer
described the application
form as a blanc cheque
that was committing the prod-
ucer for the next five years.
This is an important issue
and coming as it does at elect-
ion time makes it necessary
to move and think swiftly.
