Township waste disposal site

A final decision on whether the
proposed Stanley Township land
fill site will be approved or not is
pending the ministry of environ-
ment's review of a report to be
compiled by its hearing board on
testimony that was heard at the
Varna town hall last Tuesday.
If approved, in the next four to
six weeks the new dump site,
which will cost $5,500 to prepare,
will be located on 15 acres situat-
ed a half mile west of Varna.
The land is part of a 100 -acre
parcel that was purchased by
the Township in January of
1974 for $30,000.
Stanley Township Council was
forced to seek a new refuse
depot when its present open
dump, situated 400 feet southeast
of the village of Bayfield, was
condemned by the ministry of the
environment and the ministry
of health about four years ago.
The Varna land fill site was
selected over six alternate loc-
ations within the Township and
two others located in Goderich
and Hay Townships because,
"It's going to be less expen-
sive and more suitable for the
county," council clerk, Mel
Graham told the hearing board.
Council had considered cont-
racting with Lavis Construction
of Clinton to take their garbage
to Goderich Township's Holmes-
ville land site but Mr. Graham
said the firm had offered an unac-
ceptable proposal.
"We'd have to pay a basic
charge of $1,200 and on a perc-
entage basis we'd pick up 12
percent or $4,800 of the total
operating costs."
Mr. Graham compared this fig-
ure to the five percent that
Bayfield and Goderich paid out
for the same privilege.
But a group of township rate-
payers disagree with the propos-
ed location of the dump and were
on hand to present two petitions
as well as to voice their oppos-
ition.
One dissenter, Bev Hill, whose
property borders ort the site that
is under dispute, said the land
is unique and should be preserv-
ed.
"It's a natural reproductive
ground for wildlife and it would
be highly disastrous if anything
were to endanger this reproduct-
ion or place pollutants in the
natural waterway that runs
along the eastern edge of the
property," Mr. Hill said.
He also argued that under-
ground springs located through-
out the area could becoe cont-
aminated if the township 's
garbage was disposed under the
system of burying the refuse
in trenches.
"There's a chance that the site
could give rise to pollutants and
we have far too much to lose to
take this chance. I think there are
other alternatives just as econom-
ical as the proposed land fill
site," he said.
Environmental officer, John
Scarterfield who tested the site
found a silty clay soil and low
water level which would prevent
contamination of the under-
ground springs.
Mr. Hill continued that the
present dump site had been used
for the last 30 years and he
couldn't see why the township
couldn't continue using it if it
was properly controlled.
In reply, the ministry of envir-
onment's district officer, Neil
McMullen, said the present
Bayfield located dump offered
only a limited working area
which had almost been entirely
utilized,
"You're going to end up with a
Bayfield memorial mountain if
you continue to pile garbage on
the present site," he said.
Stanley Township Warden
Anson McKinley agreed with Mr.
McMullen and said the proposed
site was the best relocation for
the dump that council had been
able to find in the last four years.
"We tried to find an alternate
site that was as economical as
possible and yet would satisfy
the requirements of the ministry
of the environment.
Mr. McKinley added that the
Township would gain extra rev-
enue in renting out the 45 acres
south of the land fill site as
farmland. He also said that a
ball park would be constructed
in the area.
