Benefit dance
aids family
Baytield Arena was almost
filled to capacity on Friday
evening when friends of Ken
and Elane Brandon and family
gathered at a Benefit Dance for
them. The Brandon family had
lost most of the contents of their
home in a recent fire and several
members of the family were
hospitalized with severe burns
when they miraculously escaped
from their burning home. Their
youngest child, little Kelly is
still confined to University Hosp-
ital in London, but is progressing
nicely.

In line with the new intermed
iate credit program introduced
by the Minister of Agriculture
and Food for the development
and assistance of Ontario Young
Farmers from the ages of 18 to
35 years, certain administrative
and reorganizational changes
within the Ontario Ministry of
Agriculture and Food will take
place, The reorganized branch,
to be known as the Rural Develop
ment Branch, will serve as a
central administrative focus for _
the expanded rural development
activities of the Ministry. It will
permit the Ministry to have all of
the credit and credit oriented
programmes in one branch at
the Toronto head office. Conse-
quently, the new Young Farmer
Credit Program, the Industrial
Milk Production Incentive Prog-
ram, presently under the Exten-
sion Branch, the Ontario Junior
Farmer Establishment Loan Corp-
oration Mortgage Administration
and the former A.R.D.A. Branch
will form the nucleus of the
Branch.
While the administration for
the credit programs will be in
the new Rural Development
Branch, the counselling and
farm business management
advice at the County arid District
level with regard to the several
lending programs will continue
to be the responsibility of the
agricultural representatives locat-
ed in each county and district.
Ontario Treasurer, Darcy
McKeough, introduced several
bills this week. The purpose of
the one bill is to make several
amendments to the Municipal
Tax Assistance. Act. One amend-
ment would delete the clauses
that provide for valuation of
provincial property in municipal
areas. This is no longer necess-
ary because all property in Ont-
ario is now assessed by,the Min-
istry of Revenue under the Ass-
essment Act. Under a second
amendment, land acquired by

the province for housing projects
would become liable for pay-
ments in lieu of taxes. Presently
such property acquired by the
Ontario Land Corporation or the
Ministry of Housing is exempt
from these payments. Another
amendment would permit the
Province to make payments for
sewer and waterworks charges
as well as garbage rates ori its
property. The bill also contains
an amendment that clarifies the
liability of crown agencies oper-
ating telephone or telegraph
systems for payments according
to one of the sections of the
Municipal Act. A final amend-
ment would enable the Ministry
of Treasury, Economics and
Intergovernmental Affairs to
make payments to municipalit-
ies on behalf of other ministries
and crown agencies.
Two amendments were introd-
uced to the Municipal Elderly
Residents Assistance Act, The
first amendment would establish
that owners of condominium
units are eligible for assistance
under this act. The second amend
ment would make it possible to
provide assistance to the surviving
spouses of former recipients who
arenow deceased, as long as they
meet the other necessary qualif-
ications. Under the present Act,
unless surviving spouses have
been assessed as owners for at
least one full year, they are not
eligible.
In response to the appointment
of the special group, which inc-
ludes Maxwell Henderson, form-
er Auditor -General of Canada,
Robert Hurlburt, President of
General Foods Ltd. and $etty
Kennedy, Toronto broadcaster
and commentator with CFRB to
review all future spending by the
Provincial Government, Pat Reid,
Liberal Member for Rainy River,
and Chairman of the Public
Accounts Committee, said that
the appointments were "about
the most hypocritical thing Mr.
Davis has come up with. After
a $1.6 billion deficit he is app-

it pure ballyhoo." He said the
decision to appoint an independ-
ent committee "reflects on the
Legislature as a whole. " Expend-
iture should be reviewed by the
Executive-- "That's what we
are paying Cabinet Ministers for"
and the Public Accounts Commit-
tee. The Public Accounts Com-
mittee meets twice a week while
the Legislature is in session.
