Everyone Welcome Notice of Application NOTICE OF APPLICATION to The Ontario Municipal Board of The Corporation of the Village of Zurich for approval of a by-law to regulate land use passed pursuant to Section 35 of The Planning Act. TAKE NOTICE that the Council of The Corporation of the Village of Zurich intends to apply to The Ontario Municipal Board pursuant to the provisions of Section 35 of The Planning Act for approval of By-law No. 3 of 1975 passed on the 22nd day of January, 1975. A copy of the By-law is furnished herewith. ANY PERSON INTERESTED MAY, within fourteen (14) days after the date of this notice, send by registered mail or deliver to the Clerk of the Village of Zurich notice of his objection to approval of the said By-law, together with a statement of the grounds of such objection. • ANY PERSON wishing to support the application for approval of the By-law may within fourteen (14) days after the date of this notice send by registered mail or deliver to the Clerk of the Village of Zurich notice of his support or approval of the said By-law together with a request for notice of any hearing that may be held giving also the name and address to which such notice should be given. THE ONTARIO MUNICIPAL BOARD may approve of the said By-law but before doing so it may appoint a time and place when any objection to the By-law may be considered. Notice of any hearing that may be held will be given only to persons who have filed an objection or notice of support and who have left with or delivered to the Clerk undersign- ed, the address to which notice of hearing is to be sent. Close vote for PD days (continued from page 1) children not being able to attend the Teeswater Fall Fair, he said, and suggested that perhaps the board should take a look at a list of area fairs. The PD day is on the Strat- ford Fall Fair day so that child- ren won't have to miss any more school than necessary. Stratford trustee Ron Marcy said. Stratford pupils already get a half day off to attend the fair. Mr. Vuntar said the ministry allows a maximum of 12 PD days. He said the two adjacent public boards are still working on their dates, so the days couldn't be co-ordinated. "Sometimes I feel we should go where we're going and not always look to the other boards, he said. When trustees raised the question of savings in bus- ing and crossing guard costs if the PD days were the same in all three systems, Mrs. Vintar said. "We're flexible enough that we can make changes if there's a saving to the public." "Do you see .a need for an increase of four days over last year!" trustee Ted Geoffrey of Zurich asked Mr. Vintar, Mr. Vintar said he did. PD days are held at the count} zone and school levels. Trustee Francis Hicknell asked if there wasn't a need for more county wide days. "Not really, Mr. Vintar replied. "Specific areas, like the metric system, are better treated in small groups." Trustee Shantz suggested that the first PD day, scheduled for September 8, be held the first day of school, September 2, and "Let the kids stay home another day." Trustee Ron Marcy suggested that teachers wouldn't know the problems of individaul students on the first day of school . Mr. Vintar said the first day of school had been suggested as a PD day last year, and the beard had voted it down. Another PD day, for reporting to parents, is scheduled for November 28, "The majority of parents work and can't get to' school in mid afternoon. Teach- ers will have to come out at night even if it means more work. We have to get more corn munication between teachers, parents and the board." Mr. Shantz said. Mr. Shantz's motion to limit the PD days to six was defeated by a vote of 7-5. A new motion by trustee Marcy to accept the ten days as presented was passed by a vote of 6-5, with trustee Hicknell abstaining. The tote was recorded and for the ten days were trustees Drowsky, Kinahan, Connolly, Crowley, March and Haid. Voting against were trustees Geoffrey, Looby, Vere, Shantz and Fleming. 0 Rehearsal time for resolutions is over—now for the real test. Whereas, by paragraph 1 of Section 460 of the Municipal Act, R, S, O, 1970, Chapter 284, as amended, by-laws may be passed by the councils of local municipalities for proh- ibiting or regulating the obstructing, encumbering, injur- ing or fouling 'of highways or bridges. And Whereas, by paragraph 5 of Section 460 of the Municipal Act, R.S.O. 1970, Chapter 284 as amended, by-laws may be passed by the councils of local municipal- ities for prohibiting the throwing, placing or depositing of dirt, filth, glass, handbills, paper or other rubbish or refuse, or the carcass of any animal, on any highway or bridge. And Whereas by paragraph 6 of Section 460 of the Municipal Act, R.S.O. 1970, Chapter 284 as amended, by-laws may be passed for prohibiting the obstruction of ditches or culverts upon highways. Be it Therefore, Enacted by the Municipal Council of the Corporation of the Township of Hay; as follows: 1. In this by-law "highway" means the road allowance of any concession road or road within the corporation limits of the Township of Hay. 2. No person shall obstruct, encumber, injure or foul any highway within the corporate limites of the Township of Hay. 3, No person shall deposit dirt, filth, glass, handbills, paper or other rubbish or refuse, or the carcass of any animal on any highway or bridge within the corporate limites of the Township of Hay. 4. No person shall obstruct ditches or culverts upon highways within the corporate limits of the Town- ship of Hay. 5. Every person who contravenes any of the provisions of this by-law, upon conviction, shall forfeit and pay at the direction of the convicting Magistrate a penalty, not less than $50 and not more than $300 exclusive of costs, which shall be recoverable under the provisions of the Summary Convictions Act. 6. This by-law shall come into force and take effect on the day of the final passing thereof. Read a first and second time this 12th day of February, 1974. Read a third time and finally passed this 12th day of February, 1974.
