.Food dyes not banned in Canada , plan
Health and Welfare Minis-
ter Marc Lalonde has indicated
that his department has no
plans to ban certain food dyes
whose use has been discontinu-
ed in the United States.
At the same time, the federal
Health and Welfare Minister
outlined details of a complete
review of the Canadian policy
on the listing of permitted
colours in food, drug and cos-
metic products undertaken earl-
ier this year by the Health and
Protection Branch of his depart-
ment.
The review resulted in a
judgement that a dose -response

The following "Rules and
Conditions" appeared on the
office notice board of a Burnley
cotton mill in 1852.
1. Godliness, cleanliness and
punctuality are the necessities
of a good business.
2. This firm has reduced the
hours of work, and the clerical
staff will now only have to be
present between the hours of
7 a.m. and 6 p.m. on week-
days.
3. Daily prayers will be held
each morning in the main
office. The clerical staff will be
present.
4. Clothing must be of a sober
nature. The clerical staff will
not disport themselves in rain-
ment of bright colours, nor will
they wear hose, unless in good
repair.
5. Overshoes and top -coats may
not be worn in the office, but
neck scarves and headwear may
be worn in inclement weather.
6. A stove is provided for the
benefit of the clerical staff. Coal
and wood must be kept in the
locker: It is recommended that
each member of the clerical
staff bring 4 pounds of coal each
day during cold weather.
7. No member of the clerical
staff may leave the room with-
out permission from Mr. Rog-
ers. The calls of nature are
permitted and clerical staff may
use the garden below the
second gate. This area must be
kept in good order.
8. No talking is allowed during
business hours.
9. The cravings of tobacco,
wines or spirits is a human
weakness and, as such, is
forbidden to all members of the
clerical staff.
10. Now that the hours of
business have been drastically
zt reduced, the part -taking of food
is allowed between 11:30 a.m.
and noon, but work will not,
on any account, cease.
11. Members of the clerical
staff will provide their own
pens. A new sharpener is
available, on application to
Mr. Rogers.
12. Mr. Rogers will nominate a
senior clerk to be responsible
for the cleanliness of the main
office and the private office, and
all boys and juniors will report
to him 40 minutes before pray-
ers, and will remain after dos-
ing hours for similar work.
Brushes, brooms, scrubbers
and soap are provided by the
owners.
13. The new increased weekly
wages are as hereunder de-
tailed: Junior boys (up to
11 years) is 4d, Boys (to 14
years) 2s ld, Juniors 4s 8d,
Junior Clerks 8s 7d, Clerks
1Os 9d, Senior clerks (after 15
years with owners ) 21s,
relationship in an American
study, which involved only a
few dogs, is inconclusive and
the removal of Ponceau SX from
Canadian foods, drugs and cos-
metics is not warranted at this
time.
The dog study referred to has
been known for many years to
the department and the nature
of the effects and the high doses
required to elicit these effects
do• not justify an immediate
action any more than when the
study was first reported.
It should be noted that de -
listing actions undertaken by
the U.S. Food and Drug Admin-
istration (FDA) need not be
predicated on health hazard
data since the American agency
may proceed administratively
to delist a provisionally approv-
ed colour on the basis of insuf-
ficent data to accord perman-
ently approved status.
As for Carbon Black, the
other dye . in question, the
information available to the
Branch through its dngoing
policy to minimize the body
burden of non-essential chemi-
cals suggests that there is no
public health hazard requiring
immediate withdrawal of this
colouring agent from Canadian
use. Questions relating to the
quality ofCarbon Black used in
Canada, to the need for its use
as a color in specific products
and to the ability to detect
impurities at a low level will
continue to be studied so that
on this colouring agent can be
acted on immediately, if neces-
sary.
In outlining details of the
HPG review, Mr. Lalonde noted
that one of the first steps in
the process was a trade letter,
issued on July 16, 1976, to all
Canadian industry interested in
food colours, requesting further
information to identify products
review
where colours are employed,
together with supporting data
to justify present levels of use in
food ..products. A trade letter
elaborating this policy as it
applies to drugs and cosmetics
will be issued shortly to the
pharmaceutical and cosmetic
industries. On the basis of
the information received and
current world scientific knowl-
edge concerning colouring ag-
ents, a list of permitted colours_
will be developed, In the mean-
time, the Branch will continue
to evaluate all new data avail-
able on colouring agents in
foods, drugs and cosmetics.
