HomeMy WebLinkAboutZurich Citizens News, 1976-10-13, Page 17Page P(lil't'ns News, October 13, 1976 Housing program extended Housing Min ster John Rhodes today extended Ontar- io's program to conserve and improve existing housing stock by expanding the Ontario Home Renewal Program (OHRPI' to include rental accommodation and thereby help upgrade rental units occupied predominately by low and moderate into:ne families. "The success of the Ontatio Home Renewal Program which has been in operation for the past two years clearly demon- strates that there are many old- er dwellings which can be re- newed to provide affordable, adequate accommodation for families of low and moderate incomes", Mr. Rhodes said. The program will be'adminis- tered by local municipalities and will only be available to those municipalities that oper- ate an approved maintenance and occupancy standards by- law and have participated in the Ontario Horne Renewal Program. "An integral of this program is the requirement for a partici- pating landlord to enter into a rental agreement by which rents will be set according to a pre -determined formula, " Mr. Rhodes said. "In addition, regulations re- quire that it must be demonstra- ted that the building of a land- lord who wishes to join the 1111 ,gram is occupied predomin- ately by families with low or moderate incomes," he said. The Ontario program has three goals: • the upgrading of units in existing buildings whose height does not exceed four storeys; • the conversion of existing commercial premises to create new rental units; •the conversion of single- family homes to create new rental units. No funds will be available for buildings used as a lodging or rooming house. Landlords will be able to obtain loans not to exceed $10,000 per dwelling unit. The loan can include a forgiveable portion which is not to exceed $3,750. The size of the forgiveable portion is related directly to the cost of the rehabilitation. For loans of up to $5,000, the maximum forgiveable portion is $2,500. This increases in increments of $250 for each additonal $1,000 in the size of the loan to the $10,000 loan maximum. Interest rates on all loans will be fixed at eight per cent per annum, and the repayable portion of the loan will be amor- tized over a 20 year period. "These low interest rates and the extended repayment period, together with the rental agree- ment already built into the pro- gram will prevent unreasonable rent increases", Mr. Rhodes said. Mr. Rhodes said that provin- cial funding will be aimed at the repair of faulty structural and sanitary conditions as well as upgrading of plumbing, heat- ing and electrical systems. "For the remainder of the 1976-77 fiscal year $2,000,000 has been allocated for this program which will serve as a bench mark for determining future need. and funding ar- rangements," he said. Provincial grants of up to $250,000 will be allotted to municipalities on the basis of need. These funds will be made available directly to local municipalities where reg- ional governments do not exist, or do not wish to assume re- sponsibility.
