Township presents brief
Provincial takeover of farmhand feared
If the province of Ontario
begins to pay all the taxes on
farm land and buildings, is the
next logical step provincial own-
ership of that farmland?
That was one of the questions
raised by those attending a hear-
ing in Goderich last week held by
the Conimission to review pro-
posals made by the provincial
government on recommended
changes :0 the property taxes.
Similar hearings arc being held
all over Ontario to get public
opinion on the proposals before
the commission makes its re-
commendations to the govern-
ment.
The question of land ownership
was raised in a brief presented
by North Easthope township
council. In its brief, the township
went on to say if the purpose Of
farm tax relief as outlined in the
proposals is to lower the price
of food. it might be wiser to pay
the farmer adequately for his
produce and let him pay his own
way in the community. Under
the new proposals, a farmer
would pay the taxes only on his
residence and a limited amount oi'
land around it. The other taxes
on land and buildings would he
paid in full by the provincial
government.
The brief claimed the pro-
posals move towards More centra-
lization of power and more
authority in the hands of the civil
service and this is not necessar-
ily a good move in their Opinion.
The Huron -Perth Roman Cath-
olic Separate School board also
made a written presentation to
the commission. They opposed
the proposal by the government
to make schools pay property
taxes. They claimed this places
an unfair burden on the separate
schools over Grade 10 and on
private schools as well.
Although the board recognized
that property taxes may be claim-
ed as an expense when applying
for grants, they reminded the
coimtnmission neither private
schools tior separate schools
past grade 10 are eligible for
provincial grants, The board
felt they should at least he able
to survive as an alternative form
of education and this new proper-
ty tax would only put unfair
pressure on these two forms 01'
education.
The board also argued that
although the taxes are listed as
an allowable expense, the ceilings
which have been put on grants
would not allow any increase in
them whether expenses increase
or 00. If the tax had been on this
year. the board would have paid
approxinlcitely $14 Per student in
property tax. This would mean
either all Increased Cost to the
taxpayer in general or a decrease
in services to the student.
The board recommended taxes
on all school and school proper-
ties he funded by the government
in 0 planner similiar to that
proposed t'or Owners of farm
land. fault buildings and manag-
ed forests \vita the Sallie provision
for recovery of taxes.
The YWCA and YMCA were
also at the meeting as they
feel very strongly the proposal
to force groups such as them-
selves to pay property taxes will
be detrenlentai to the entire
community 111 the long run and
may force many of these groups
to close down.

While the County of Huron
did not have a written brief
prepared. Warden Jack McCuteh-
eon did have a few questions to
ask the commission concerning
the proposals,
In particular, Mr. McCutchcon
wondered how the government
could justify an increase in taxes
to the small business man when
in fact the farmer may be getting
all his business taxes paid for
hint, as a f'armer's land is in fact
his business. Under the new
proposal, all businesses would be
taxed at 50";, of their realty
assessment. At present this
Percentage varies from 30"1) for
retail stores to 60% for industries
to 7.5% for wholesale to 140"u for
distilleries. However. Mr. Mc-
Cutcheon received no solid reply
to his question as the commission
felt they were not there to con-
done or condemn the proposals
but rather to hear what the public
had to say about them,
Regardless of what the com-
mission says, if the tax proposals
are accepted by the provincial
government as they are now
written, there will be 0 great
many changes in the amount of
property tax paid by many
people. In its entirety, the
0mount of taxes collected will
not fall. only the method of
collecting from various levels will
be changed.
