News Photo Stephen subdivision 'high quality ' A proposed subdivision in the township of Stephen adjacent to the village of Grand Bend was revealed to a meeting of raterayers from the affected area at ',ie Stephen municipal offices, Tuesday night. One of the participants in Green Forest Estates, 'Thedford lawyer Phil Walden assured several concerned "neighbours" that "it will be a high quality development." The subdivision is scheduled to be established on about 15 acres of part of Lot 1, Ausable Concession formerly owned by Gordon Pollock, adjacent to the southeast portion of the village of Grand Bend. In making the. presentation of subdivision plans, George Penfold of the Huron County planning department said, "We are not trying to defend the subdivision but are looking for comments from those ' living in close proximity and learn of their concerns." Penfold said the size of the 46 lots would range in --size from 8,600 square feet to 21,700 square feet. In answer to a question from Mrs. Clara Statton, who lives next to the subdivision property, Penfold said there would pro- bably be four houses on each acre of land. Walden made the assurance that all services would be install- ed before the subdivision could become a reality. He said his company had made arrangements with the Ontario Ministry of the Environment for hookup to the new Grand Bend sewage system when it becomes a reality. The GB system appears to be stalled until 1978. Water will also be obtained from the Grand Bend system. Stephen Reeve Cecil Desjar- dine indicated his township would be prepared to accept the sub- division roads when they are brought up to standards accept- able to the Ministry of Transpor- tation and Communications. Desjardine laughingly added, "1 hope you pave the roads before you turn them over to us." Reeve Desjardine said he didn't feel there was any need for concern about drainage from basements. . He added, "The Pollock drain is a natural outlet." Huron planner Penfold said it will be necessary to amend the county plan to change the use of the land in question from agricultural to residential. Thelma Waldron was told children from the subdivision would likely attend school at Stephen Central school. In answer to a question from Dan Waldron about the size of houses proposed, Phil Walden said, "Our general philosophy is certainly for good homes. We are looking at minimum floor spaces of 11,000 to 12,000 square feet. There will not be any mobile homes located on the subdiv- ision." Keith Gill, who farms near the proposed subdivision was told any problems he may have with tile drains going through this property could be worked out satisfactorily. The main concern of residents close to the proposed devel- opment was the expected loss of natural beauty of the area and a for of annexation by Grand Bend. They were told on the annexa- tion question that the provincial government appears to lean to amalgamation rather than annexation. Mrs. Statton said she was concerned with the loss of trees and that most of the birds and wildlife niay be killed off. Fire protection for this area will be provided by the Grand Bend and area brigade. Stephen currently has a share in the operation of the department along with the village of Grand Bend and the township of Bosanquet. Costs of any garbage collect- ion would be borne by the sub- division residents the sane as other ratepayers in Stephen. All persons residing within 400 feet of the proposed subdiv- ision will receive copies of all plans and bylaws concerning the project before they become law. They were told no buildings could be constructed before all services which include sewers and this is dependent on comple- tion of the Grand Bend system. Citizens News, March 31/76- Page 11 Huronview hit Restraint has hit Huronview this year, and the administrator there, Chester Archibald,remark- ed to Huron County Council at its March session on Friday that if handled properly, 'it has a self -controlling influence that some feel has been lacking in the past in many places. Mr. Archibald pointed out that at Huronview, there's very few ways that beds can be cut without sacrificing a much need- ed service to the people of Huron County. At any time, there is a long waiting list of persons desiring to make their home at Huronview,. For this reason, Mr. Archibald has been cutting back in other ways - likemaking use of a prov- incial book purchasing plan, not replacing employees who retire and - the big one - not .bringing in replacements for staff who are sick for one or two days at a time. This latter restraint has a "self -controlling influence," according to Mr. Archibald. When workers have to cover for a fellow employee who is off sick, there is considerable pressure on the employees who are sick to get better quick and stay that way. When the workload becomes heavier for the ones left .on the job, there is a tendancy to hurry back that may be lacking when a part-time employee is brought in to do the work.
