Stephen planning
to resume shortly
Huron County planning com-
missioner Gary Davidson has in-
formed Stephen council that work
will continue on the township's
secondary plan in March of this
year.
Clerk Wilmar Wein said
Huron's official plan would be
used as a guideline for further
planning in Stephen.
The main purpose of the sec-
ondary plan will be to establish
zoning regulations for future
growth in the municipality.
Included would be designation of
residential, commercial and agri-
cultural zones, parklands, waste
land, etc.
Stephen employed a university
planning student during the
summer of 1974 to do a lot of
groundwork for the secondary
plan.
The Huron planning depart-
ment after further work on the
secondary plan will be making
presentations to the township at
public meetings.
At Tuesday's regular meeting
of council, a land ' severance
application from Mrs. Annie
Ondrejicka for part of Lot 3,
Concession 2 was given approval.
Notice has been received from
the Ontario Ministry of the Envir-
onment that the township's pro-
visional certificate to operate the
waste disposal site at part of Lot
3, Concession 14 had been ex-
tended to December 31, 1976.
Council provisionally accepted
the Gamsby and Mannerow
engineering report on the Water-
loo street drain at the southerly
edge of the town of Exeter.
Approximate cost of the drain
has been set at $27,500. Clerk
Wein said this was a slight
increase from previous estimates.
As the drain is a storm sewer
and will be installed on the road
allowance it is expected a 50 per
cent subsidy will be obtained
from the Ontario Ministry of
Transportation and Commun-
ication.
The drain will handle surface
water only and the only cost to
residents would be for connection
charges if they hooked onto the
system.
The other 50 per cent of the
cost of the drain will be shared
by the township of Stephen and
the town of Exeter. Clerk Wilmar
Wein said he understood Exeter
had also given approval in
principle to the project.
An agreement has been reach-
ed with the trustees of the police
village of Dashwood regarding
a fire protection agreement.
The Dashwood fire department
will cover an area from Dashwood
south to Mt. Carmel and about
a mile and a quarter wide on
either side of the county road,
For this service the township
will pay the police village three
mills per year on the assessment
within the coverage area. In
addition a fire call charge of $90
for the first hour and $75 for each
additional hour will be paid by
Stephen.
Council increased the mileage
rate to be paid councillors and all
employees on township business
to 19 cents per mile from the
present rate of 17 cents a mile.
Complaints of dogs running at
large at Huron Park continue to
pour into the township office.
Council will be contacting Ross
Knight of the London Humane
Society in an attempt to update
enforcement.
When an agreement was made
with the London Society, Mr.
Knight said he would hold
meetings with residents to further
dog control education and he will -
be asked to do this.
A claim from Wilmer Desjar-
dine, a resident of Concession 13,
just south of Dashwood for $313
for damages to ducks and geese
by dogs was accepted. The birds
were penned in but dogs were
able to reach the fowl due to high
snow banks.
A grant of $50 was made to the
Huron Plowman's Association for
1976.
A resolution from the town of
Hanover asking the Ontario
government to set up a special
committee to study all aspects of
rising education costs was filed.
An accident on highway 4
about a mile and a half south
of Brucefield sent one man to
hospital with leg injuries and
facial laceration Sunday morn-
ing about 9.45.
Injured in the four car pile-
up was John Sutherland of Clin-
ton.
