Huron bureau
dissolved
The Huron Volunteer Bureau,
begun in January with a $12,000
Local Initiatives Program grant,
has been dissolved over the ob-
jections of its co-ordinator, Mary
Anne Kobuz.
' Miss Kobuz, who applied for
the LIP grant said she wanted the
bureau's board of directors to
apply for legal incorporation as a
non-profit volunteer agency, but
no action was taken.
She said such a step would have
opened the way to funding from
neW sources, primarily from
charity foundations like United.
Way.
The LIP grant expired June 27.
The only bureau -related work
still going on is a study being
done by Bob Phillips of London, a
university student hired as a
fund-raising consultant under an
Experience '77 grant.
He is to report on the
achievements of the bureau and
its problems.
Until that report is done, board
members Spence Cummings and
Pat Wheeler said they don't know
how many volunteers were in-
volved with the bureau, how
many people were helped, or
what the problems and
achievements might have been.
"Some things were ac7,
complished and some things were
not," Mrs. Wheeler said. "The
LIP grant was an experiment and
will now be studied."
Cummings said he opposed
Miss Kobuz' idea of legal in-
corporation in an attempt to get
funds from other sources because
one of the LIP criteria is that any
group established with a LIP
grant must not become a
financial burden to the com-
munity.
He added that a rural volunteer
bureau "would not have access to
the foundation money the same
as an urban bureau would. Rural
volunteer groups depend on
community service clubs for
financial aid."
He left the door open for the re-
establishment of a volunteer
bureau but said that if one is
formed, "it should be operated by
volunteers, not employees."
