OMB
decision
Continued from Page 1
Stanley Township decided the
severance was not proper and
took the matter to the OMB.
In its decision, the OMB said
the area is designated rural
agricultural and all the land
around is used entirely for
agricultural production and
related uses.
It said the soil in the area is of
very high quality and said the
man who is interested in buying
the three acres considers that
raising horses has been a hobby
for him and his wife and that it
has not been a money -making
operation.
"The board has considerable
doubt as to whether the owner-
ship of animals, albeit horses, as
a hobby, can qualify as,a farm
operation," said the OMB
decision.
"There is the additional con-
cern that this severance, if
allowed, would open the way for
another residence to be per-
mitted on the remaining farm,
possible two more in the absence
of restrictive bylaws."
Before the OMB hearing,
Penfold said allowing a three -
acre lot supporting four or five
horses to qualify as an
agricultural use could open
townships without their own
secondary plans to many such
small severances.
In many other areas, he said,
they might be called "estate
residential."
"If that is considered an
agricultural operation, I guess
that leaves the policy of
severances for agriculture a little
more vulnerable," he said at that
time.
Stanley Township's secondary
plan is expected to be finished in
about six months.
In its decision, the OMB said
public meetings in the township
on the subject of the secondary
plan indicate a consensus
favouring "a desire for more
stringent protection on
agricultural land and the
allowance of fewer severances."
We would like
to express our
appreciation to all
those who worked
so hard in so
many ways.
Your support will
never be forgotten.

St, Paul's Church was opened
for worship on June 10, 1877, The
Very Reverend Michael Boomer,
Dean of Huron, preached at the
morning service, the Reverend
John Gemmel, London, preached
in the .afternoon and the Rector,
the Reverend Thomas Ryan,
preached in the evening. The
choir from Christ Church,
Exeter, assisted at all three
services and the combined at-
tendance was 975 souls.
The Village of Hensall owes its
existence to three enterprising
brothers from England. To the
present site of the community
came George and John Petty who
took up land on the second con-
cession in 1854. James Petty, the
third brother, came out later.
