Executive committee report
Huron County Council passed a
by-law last Thursday
establishing the apportionment
for 1977 to be paid by each
municipality toward County
spending.
As required under the
Municipal Act the County
determined the percentage share
that each municipality was to
contribute according to the
proportion that the equalized
assessment of each municipality
bears to the total equalized
assessment of all municipalities
within the County.
In former years, the per-
centage paid by each
municipality for Health,
Huronview, Children's Aid,
Social Services and Library has
been based on population rather
than assessment.
Provision is made that the
County may, if it feels the by-law
passed under the first regulations
is not just and equitable, amend it
to make apportionment more
equitable.
As a result, such an am-
mendment was passed at the
same time.
In general apportionment the
rates range from $27,644 for the
village of Blyth to $395,002 for the
Town of Goderich. Clinton will
pay $122,892, Exeter $170,308,
Seaforth $73,845 and Wingham
$141,163.
In the townships the general
apportionment ranges from West
Wawanosh with $46,335. to
Stephen with $218,403. Under the
amendment those high and low
rates change to $51,445 in West
Wawanosh and $209,725 in
Stephen.
In other Exective Committee
business, County Councillors
supported a recommendation
from the committee that a grant
of $500 be paid to both the Huron
Country Playhouse and the Blyth
Center for the Arts.
Committee Chairman William
Morley , explained that the
representatives of the Playhouse
and Blyth Centre for the Arts had
appeared before the committee
to seek the grant.
The 1977 budget for. the
Playhouse is $175,000 with $5,000
expected from municipal bodies.
The Ontario Arts Council may
base their grant according to
local participation, he said.
The 1977 budget for the Blyth
Centre is $61,000 with $3,000
expected from municipal
government. Wintario grants are
available if matched by local
contributions.
Mr. Morley said it had been the
opinion of the committee that the
two operations served about
equal numbers of Huron
residents so had recommended
the same grant for each.
Grand Bend man
charged with theft
A 35 -year-old Grand Bend man
has been charged with the theft of
wiring cable from Fleck
Manufacturing in Huron Park as
.a result of investigation by
Exeter OPP Constable Bill
McIntyre.
The cables, valued at $700,
were recovered in Woodstock,
-Tilisonburg and Norwich. The
man charged was a former
employee of Fleck.
Three thefts are under in-
vestigation this week, one in-
volving a 1969 Triumph motor-
cycle owned by Lawrence Smith,
Zurich. The machine, which is
heavily chromed, is valued at
$3,500.
It was stolenfrom concession 14
of Hay township around 3:00
p.m., Sunday. It had been left
there by the owner after the front
tire went flat. He went home to
get another tire and when he
returned, the motorcycle was
gone.
Police are looking for an older
model GMC turquoise pickup in
connection with the theft and are
requesting that any person who
has any information contact the
Exeter office.
On Wednesday, police were
advised of a breakin at a cottage
owned by Albina Bedard along
Highway 21 near St. Joseph.
A quantity of silverware, an
electric shaver and a lamp shade
were reported missing. The value
of the items was set at around
$100.
The thieves pried a screen off a
window and then broke the glass
to gain entry. The cottage was
ransacked.
Constable Bill Osterloo is in-
vestigating.
On Monday, Lionel Wilder, RR
1 Zurich, advised police that a
shed on his property had been
entered and tools valued at $75
were missing. Constable Bill
Lewis is in charge of that in-
vestigation.
A wilful damage investigation
is being conducted by Constable
Bob Whiteford. A nozzle on a gas
pump at Tuckey Beverages Ltd.
at Huron Park was broken over
the weekend. Damage was set at
$30.
During the week the local of-
ficers recovered a car stolen
earlier from Hullet township. The
1973 vehicle was owned by
Wilfred White and was
recovered on the Crediton Road.
Other investigations this week
included two impaired drivers,
four thefts, six mobile home
escorts, one threatening com-
plaint, one missing person, one
unfit motor vehicle, two found
property and two lost property.

Province to amend legislation'

applications made for land

application to a maximum of $100

Executive committee chair-
man William Morley told the
meeting that at present the
average cost of a severance
proceeding was about $115.
"We just feel thatpeople who
apply for severances should be
the ones to bear the lion's share of
the cost," he explained.
In other Planning Board
business, council denied a
request from Salford Valley Hall
Incorporated to use a lot they
recently purchased across the
road from the Hall for parking.
