New status
for herds
Agriculture Minister
Eugene Whelan has an-
nounced new legislation
which permits the creation
of cattle herds in Canada
with an elite brucellosis
status.
Such status will ease the
export of animals to the
United States as well as
exempt them from certain
controls under new
Agriculture Canada
regulations aimed at
eradication of brucellosis
from Canadian herds.
"Herds granted this elite
status will be called
brucellosis -free listed
herds," Mr. Whelan said.
"Such herds will be eligible
for export to the U.S. on a
privilege basis. Test eligible
animals may be moved to
the U.S. from these herds on
the basis of one negative 30 -
day test."
In addition, cattle from
such herds will be exempt
from some recently an-
nounced domestic
regulations which are ex-
pected to become law in the
near future. These include
controls on the inter-
provincial movement of
cattle, the showing of cattle
at fairs and exhibitions and
one change -of -ownership of
cattle in Ontario and Quebec.
The regulations call for the
division of Canada into three
distinct types of regions,
based on the incidence of
brucellosis in each.
Brucellosis -free listed
herds have existed in the
past, but the long incubation
period for brucellosis - a
bacterial disease that causes
abortions in cows - made
necessary some changes in
the conditions for eligibility.
"Import res-trictions
imposed on Canadian cattle
by the U.S. last summer
have been renegotiated to
make sure these new free -
listed herds receive special
consideration for export,"
Mr. Whelan said.
The terms under which the
elite status was established
allows it to be granted to
herds in which test eligible
animals have proved
negative to two tests for
brucellosis at least six
months but no more than 12
month apart. Other new
conditions concerning the
addition of cattle to the herd
must also be met. Annual
retesting is necessary to
maintain the free -listed
status and its privileges.
The terms were prepared
in consulation with the
Brucellosis - Consultative
Comthittee, which has
representation from the beef
and dairy industries, the
Canadian Veterinary -Me-
dical Association, provincial
veterinary regulatory
authorities, the Canadian
Federation of Agriculture
and the Canadian Livestock
Exporters' Association.
"Officials in our Health of
Animals Branch expect this
new legislation to generate
renewed interest in the
brucellosis -free listed
status," Mr. Whelan said.
"While producers should
have the tests carried out by
an accredited veterinarian,
our department's district
veterinarians will be
working closely with them to
provide advice, information
and necessary cer-
tification."
