McKinley details new
job creation program
Robert E. McKinley, M.P.
issued a press release this
week to constituents of the
main points in the Employ-
ment Tax Credit Program
that passed all stages in the
House of Commons on
Thursday, January 26.
These are the main
points:
Two-year program es-
timated to cost $100 million
a year in tax revenue.
Program to begin by
March 1, 1978, provided
enabling legislation has been
passed.
Target of up to 50,000 new
jobs in the first year.
Eligible employment
must involve an addition to
the normal work force that
would not have been made
without the incentive of the
tax credit.
Tax credit will be $2 per
employment hour in the four
Atlantic Provinces and the
Gaspe region of Quebec;
$1.75 an hour in designated
areas of Quebec,
Saskatchewan, Manitoba,
Ontario, Alberta and British
Columbia, and $1.50 an hour
in all other areas.
Employers will enter into
an agreement attesting that
their employment proposals
meet the program criteria.
Agreement must be signed
before March 31, 1980.
Jobs must be full-time and
last for at least three
months to be eligible for up
to -nine months of
assistance.
Employers must hire new
staff from among persons
referred to them by Canada
Employment Centres.
Persons referred will be
selected from those who
have been out of work eight
weeks or more.
Employment that is
already receiving assistance
tied to job creation from
other federal, provincial or
municipal programs will not
be eligible for the tax credit
subsidy. The subsidy will not
be given if the workers are
related to the employer or a
person in senior manage-
ment, or if they have worked.

No agreement will be ap-
proved if the hourly wage
rate is less than the amount
of the tax credit for the area
involved.
Tax credits may be used
to offset federal income tax
owing or held for up to five
years against future federal
income tax liabilities.
An Employer's Four Steps
To A Tax Credit
1. An employer who
decides to hire people under
the Employment Tax Credit
Program will first advise
the nearest Canada Employ-
ment Centre of the proposed
employment plan. (It must
involve an addition to the
normal work force that
would not have been made
without the incentive of the
tax credit.)
2. The Canada Employ-
ment Centre will refer per-
sons to the employer, selec-
ting those who have been out
of work for eight weeks or

special referral paper.
3. The employer will ad-
vise the Employment Centre -
of the names of the persons
engaged and retain their
referral papers. Then the
employer will sign an agree-
ment form supplied by the
Employment Centre and
send it, along with the
referral papers, to the
regional office of the Canada
Employment and Immigra-
tion Commision.
4. The agreement is
returned to the employer
with a special tax schedule
on which the employer will
make a tax credit claim at
the appropriate time.
Mirror sizes
to be limited
The Ministry of Transpor-
tation and Communications
has announced a new regula-
tion limiting the size of side
mirrors on motor vehicles,
other than commercial
vehicles.
Under the regulation, no -
driver' mayoperate a motor
vehicle on the highway with
outside mirrors extending
more than twelve inches
from the widest part of the
vehicle, except when towing
another vehicle or trailer.
The regulation came into
effect Jan. 1, 1978, and is
aimed at preventing
needless accidents caused
by motorists leaving extend-
ed mirrors on their vehicle
when not towing a wide
trailer.

Wheat Producers'
Marketing Plan and receive
reports on board activities
and elect the County Wheat
Committees for the coming
year and to conduct such
other business as may
properly come before the
meetings,
Although not all counties
are affected, there are
amendments to the Ontario
Wheat Producers'
Marketing Plan this year
concerning local board
member representation and
district boundaries,
The amendments were ap-
proved by Cabinet late in
1977.
The amendment changed
the number of local board
members from twelve to ten
and the number of districts
from nine to ten.
