Every economist, in his opinion agrees that the first move to- wards solving the problem is to reduce government spending. Part of government spending, unemployment insurance pay- ments were questioned by Mr. Woolliams. Canada is in short supply of almost all commodities while industries which produce them need more workers. At the same time the government is spending "enormous sums" on unemployment insurance. He quoted a figure of $2.2 billion spent in 1973. He accused the Trudeau gov- ernment of wanting to "sweep under the carpet" an alledged unemployment insurance scand- al publicized by Conservative MP for Hamilton West, Lincoln Alexander. Mr, Woolliams also intim- ated unfairness in the admin- istration of the Local Initiatives Program. Constituencies repres- ented by Liberals received $106, 700, 000 in LIP grants and Conservative held areas receiv- ed only $59, 600, 000. While the New Democratic Party is admittedly socialist in its aims he also gave Liberals that same label, He warned his audience of the dangers of socialism, saying in a satirical way that it means people are forced to be equal. The laternative t� socialism, he maintained, was the Prog- ressive Conservative party under the leadership of Robert Stan- field. The partisan crowd applauded Air. Woolliams loudly. Other speakers at the meeting includ- ed conservative MPs Bill Jarvis from Perth- Wilntont and John Wise from Elgin. PAGE 11 Well managed pasture Many dairymen depend on pastures for summer roughage feeding. Well-managed, prod- uctive pastures can provide sufficient nutrients to maintain medium - to large- sized dairy vows, at a 30-35 lb per day milk production level. Many dairy herds have the potential of producing more than 35 lbs milk per cow per day. There- fore, grain feeding in addition to the pasture is necessary to realize this potential. Early spring pastures are high in water content, rich in protein, low in fibre and palat- able. As the summer progresses, pastures become more mature and the protein content lowers, the fibre increases, the palat- ibiliry and digestibility dec- reases. An appreciation of the wide variation in the feeding value of pasture through out the season is fundamental. Proper pasture management goes along way in overcoming this variation in feeding value. Pastures tend to range from very good in late spring and early summer to good in mid- summer to fair in late summer. Protein percentages in grain mixtures shouldbe about 12-1450 for very good pasture, 16% for good pasture and 18% for only fair pasture. Also, the volume of grain fed will depend on the quality of pasture. The better the pasture --the less grain required. Pastures well-managed to assure good to very good quality pastures throughout the grazing season can save the dairy -man milking 40 cows averaging 40 lbs milk per day about $400-$500 in feed costs. Good pasture management does not happen by accident. It involves selection and seeding of the proper mixture, adequate fertilization, good weed cont- rol, avoiding too early grazing, avoiding overgrazing, fall and spring pasture harrowing. As his speech ended, Mr. McKinley said he would do his utmost to continue his work for the riding. One of his colleagues in Ottawa, Eldon Woolliams, Conservative MP from Calgary North, was guest speaker at the nomination meeting. Mr. Woolliams attacked government anti-inflation pol- icies outlined in the 1974 budget Opposition parties voted against it bringing the collapse of the government. "You can't promise to spend 20 per cent more money in 1974 and expect to stop the ever -spiralling inflationary trend, or blame all the inflat- ion on outside forces he said. The increased government spending compares with a 15 per cent rise in the gross nat- ional product.
