County planners tell
Hay to refuse permit

urban activity and accordingly
the location of the proposed
development is not in conform-
ity with the County Official
Plan that designates the area
for agriculture.
The policies of the Official
Plan specify that urban develop-
ment, such as the proposed sen-
ior citizens home, should loc-
ate in the existing towns, vill-
ages and hamlets.
The nearest urban centre to
the proposed development is
the village of Zurich which
besides providing an array of
social, commercial and rec-
reational facilities that elderly
people need, has also just
completed the installation of a
sewage system. The village of
Zurich, therefore, is able to
provide all the facilities that
the proposed development
requires.
Three other considerations
should be discussed in evaluat-
ing the location of the proposed
development and these are the
existing Blue Water Rest Horne
opposite the proposed develop-
ment, the urban facilities that
elderly people need and the
feasability of extending full
services to the proposed develop
ment location.
Opposite the proposed develop
ment on the north side of Prov-
incial Highway 84 is the Blue
Water Rest Home. This is also
a senior citizens home and
accommodates sixty-five res-
idents. The home was built in
1966. The functional relation-
ship between the proposed
senior citizens housing compl-
ex and the existing Blue Water
Rest Horne will be limited. To
quote Mr. Risi, the Superint-
endent of the Horne, "we intend
to keep them as independent as
possible." Accordingly it is not
intended that there will be a
sharing of medical, dining or
social facilities between the
two projects. The existing and
proposed senior citizens homes
are quite independent of each
other.
Of significance is the fact
that the proposed development
is in the countryside and not in
a village or town. This is dep-
arture from the approach of the
Ontario Housing Corporation
which builds many senior cit-
izens homes in the Province
and which always attempts to
locate the homes within est-
ablished urban centres.
The feasability of extending
services from the village of
Zurich to the proposed site is
technically quite possible but
has serious planning implicat-
ions. The first part of the sect-
ion stressed the differentiation
of urban and rural land use and
any consideration of extending
urban services outside the vill-
age is in direct contraventinn
of the County Official Plan.
Boundaries of urban centres are
most important and if an ext-
ension was considered it would

be a prelude to urban ribbon
development along highway 84
that would result in a loss of
more prime farmland and a
weakening of agriculture in the
Township.
This report has attempted to
overview the proposed develop-
ment and the planning consider-
ations. The developer (Bluewat-,
er Rest Homes) has achieved a
pleasant design for the senior
citizen housing complex and
the Planning Department has
received full co-operation from
the Board of the Bluewater Rest
Honie in writing this report.
It is unfortunate, however,
that prior to so much work being
done, that the Board did not
consider more fully the polic-
ies of the County Official Plan
and the whole thrust of land use
planning Huron which is to pres-
erve agricultural land, prom-
ote the agricultural economy
and guide urban development
to the towns and villages of the
county.
Agriculture is the back -bone
of the County's economy and
the Planning Department are
committed to strengthening
agricultural land use. An infilt-
ration of urban development
into the agricultural areas, as
represented by this proposed•
development, is directly in
conflict with the Official Plan
and its objectives.
Attending the council meet-
ing on behalf of the Blue Water
Rest Home were chairman,
Dr. C.J. Wallace, secretary
Gerald Gingerich and Home
Superintendent Josef Risi.
Since no application for a
building permit has been rec-
eived as yet by the council,
no further action was taken on
the report.

The May meeting was opened
by the League prayer and a
hymn to our Lady.
The new president, Mrs.
Case Van Raay welcomed the
27 members present. The new
executive is; first vice presi-
dent, Mrs. Jerome Sweeney,
second vice-president, Mrs.
Lee Regier; third vice-presid-
ent, Mrs. Harold Smith; secret-
ary, Mrs, Remi Denomme and
treasurer, Mrs. Tony Verberne.
Past president, Mrs. Claude
Gelinas thanked the ladies for
the lamp she received as a tok-
en of appreciation.
Two ladies are being sent as
delegates to the convention in
London on May 14 and 15.
There will also be some memb-
ers going along as representat-
ives.
The meeting was closed with
a hymn, and lunch was served
by Mrs. Clarence Geoffrey's
committee. The door prize was
won by Mrs. Tony Verberne.
