Ontario Government is to
launch a major assault on hous-
ing problems designed to hold
prices down and to keep Ont-
ario on the path to a million
new dwellings within a decade.
Family Law will be rewrit-
ten to strengthen the rights of
married women particularly
the right to property.
The Throne Speech also
announced plans for a prescript-
ion drug plan for senior citiz-
ens and a variety of other social
programs in the fields of day-
care, services to handicapped
children and the disabled.
The Speech also indicated the
Government's intention to mak(
the wearing of seatbelts comp-
ulsory for the drivers and pass-
engers for automobiles. The
most obvious problem will be
the enforcement of a belt law.
During the question and ans-
wer period in the Legislature
the day after its opening, Lib-
eral Leader, Robert Nixon
demanded that the Government
apply it new Environmental
Review Agency to two big
Hydro projects before allowing
them to be built. rixon said
the review program announced
Tuesday in the Throne Speech
means nothing unless the Prem-
ier orders its use before allow-
ing Hydro to go ahead with
the Arnprior Dam and the
power line corridor from Doug-
las Point to Georgetown and
from the nuclear plants to Sea -
forth. Mr. Davis called the
review process which would
call for hearings on the envir-
onmental impact of a project
before it could be built "pion-
eering" but would not under-
take to order an environmental
review of projects already
underway. Under pressure from
Mr. Nixon, Davis did under-
take to discuss the powerline
project with Energy Minister
Darcy McKeough to see if
further review of the Hydro
line route is needed.
Farmers have been opposing
the hydro route for the line on
the basis that it would cut
through 8010 of prime agricult-
ural land. Mr. McKeough,
Minister of Energy was asked
if he would talk to Ontario
Hydro with respect to the rate
of compensation for farmers in
the Hydro line corridor, partic-
ularly in view of the fact that
Ontario Hydro has been offering
rates which are 50 to 750fo of
current market prices as oppos-
ed to the rates being offered by
the pipeline, which are approx-
imately 150 o of current market
value prices. Mr. McKeough
replied that if farmers or other

Since it's opening a number
of bills have been introduced
to the Legislative Assembly and
two or three members have
debated the Speech from the
Throne. These dabates will
continue next week.
