"HOW MUCH OF AN OIL
SHORTAGE"
It has been a long time since
I have heard as many rumors as
I have with the current energy
crisis. I use the word crisis
advisedly since I do not think
it is as bad as some people
believe it to be; at least not as
bad as the oil companies have
been leading us to believe it is.
Let's get the record straight
as far as Canada is concerned.
In this part of the country and
as far east as the Ottawa Valley,
we get all of our petroleum
from Alberta, not from other
countries. It is only in Quebec
and the Atlantic provinces that
the oil has to be imported --
mainly from Venezuela, Niger-
ia and the Middle East. However
if the Arab countries continue
with their current oil squeeze,
I can conceive of a definite
shortage as well as a price in-
crease in Eastern Canada.
Ontario is another matter.
The only way we could have
any shortage at all here is if we
decide to share some of our sup-
plies with our less fortunate
countrymen in the East. Some
Alberta oil is already being
shipped there, part of it by way
of the Panama Canal from Van-
couver. I don't think any under-
standing resident of Ontario
would mind sharing a bit of
their oil, at least I think this
is the proper attitude to take.
However, don't forget that, at
the same time as Alberta is sup-
plying most of Canada with oil,
it is shipping more than one
million barrels a day to the Un-
ited States. If we were really
short, we could always cut back
on the amount we ship to the
U.S. The Americans would
complain, of course, but if they
were in our place, they would
certainly do the same thing to
us and don't forget that for a
moment. If the federal govern-
ment allows large shipments of
oil to be made to the U.S.
while we are experienceing a
real shortage, then the best thin
to do is to vote them out at the
next election.
Another confusing aspect
of the "crisis" is the export duty
of $1.90 per barrel that is being
levied on oil shipped to the
United States from December
1 on. The tax represents the diff -

erence between what the Amer-
icans pay for our oil and what
they are paying from other coun-
tries. In this way the Americans
end up paying the same price
everywhere. By putting a duty
on oil exports, Ottawa prevents
the oil companies from making
windfall profits.
There have been several
suggestions made as to what
should be done with the money
collected. For what it is worth,
I believe that part of it should
go to help the people of eastern
Canada who are being forced to
pay more than we are for their
oil products because the foreign
oil producers have jacked up
their prices to unheard of levels.
The question is also raised as
to how long the oil in Canada
will last. The fact is that we
have all the oil we can use for
decades. Much of it is rather
expensive to extract from the
ground, as is the case with the
famous Athabasca tar sands but,
with the development of technol-
ogy in this field, it should be-
come cheaper as time goes by.
The main thing to remember
is that there is no shortage of
oil in Canada. What happens in
the future depends on the govern-
ment and the oil companies.
However, I suggest that you
economize wherever possible.
One thing it definitely will do
is help you fight inflation more
effectively. That is something
we can all do.

Key trends for
credit buying
The Canadian Consumer Cre-
dit Factbook relates the effect
of increased young family form-
ation to the current credit situat-
ion. The Fact -book published by
the Federated Council of Sales
Finance Companies and the
Canadian Consumer Loan Assoc-
iation points out that Canada
is currently a country of young
people. In 1971, 61 per cent of
the total population was under
35.
These two factors, the post
war baby boom and the ensuing
formation of new households
have been key reasons for
Canada's consumer credit out-
standing which has been rising
at an annual rate of 11 per cent
in the past decade.
Credit, says the Factbook
continues to help house Canada's
burgeoning family units --
and helps provide them with the
durables they require.
Most recent statistics show
that the 15 to 24 year age
bracket accounts for IS per cent
of Canada's total population.
The 25 to 34 year bracket is
next at 13 per cent.
