5: COMMERCIAL
(a) Introduction
The central core area is the established
traditional general commercial area serv-
ing both the Village and the surrounding
agricultural and recreational area. The
commercial area is composed of a general
merchandising core area and a highway
commercial area which, although separat-
ed, are continuous. The core area fortes
a block pattern predominantly to the north
and west of the main intersection, while
the highway commercial area is lineal
and located to the east of the core area
along the north side of Highway #84.
(b) Definition
Commercial classification of land shall
mean that the predominant use of land in
the areas so designated shall be buying,
selling, leasing and exchanging of com-
modities and supplying, selling and leas-
ing of personal, business and recreational
services. Commercial uses also include
recreational facilities, schools, places of
worship, assembly halls, clinics, utilities,
public buildings, libraries, funeral homes,
accessory buildings and parking lots. Dwel-
ling units over and behind stores are perm-
itted uses in areas designated as Commer-
cial
The commercial function includes two
groupings
(1.) a wide range of general commercial
uses which are located in the core
(ii) highway commercial uses such as mot-
els, service stations, car sales, car
washing establishments and farm impl-
ement sales and service which are loc-
ated in specially noted highway com-
mercial areas.
(c) Goals
(1) To retain the central core area as the
general commercial area for Zurich
and its surrounding trade area.
(ii) To promote a compact, well-defined
core area in which an attractive
pedestrian environment is developed
by stressing the creative use of design
to integrade new structures into the
predominantly older ones without
losing the character of the existing
built and natural environment.
(iii) To develop and implement a core
renewal scheme
(iv) To separate general and highway
commercial use areas.
(d) Policies
To achieve to above stated goals the foll-
owing policies are adopted:
(1) General commercial uses shall be
permitted only within the central
core area. The central core area is
defined as being the area designated
commercial on the land use plan
generally centering on the intersect
of Highway 84 and Goshen St. and
shown as general commercial in the
zoning by-law.
Land divisions for infilling will be
allowed.
Prior to issuing building permits for
new buildings in the core area, Coun-
cil will review the design so as to
implement the above stated design
goal. In reviewing the design of new
buildings Council will have regard for
the materials and colours used and how
the new building complements the
surrounding area.

(iv) On -street parking will continue to
provide most of the core area parking
facilities.
(v) Highway commercial uses shall be
permitted only within areas designated
commercial on the land use plan in
the following locations: '
- north side of Highway 84 from the
eastern boundary of the municipal
ball park to the eastern village lim-
its
Ontario Liqueur Commission Store
on the South Side of Hwy. 84 at
east limits of village
Huron Motor Products Ltd. & Klapp's
Garage on Hwy. 84 and shown as
Highway Commercial in the zoning
by- law
(vi) Adequate off-street parking facilities
will be provided for highway commer-
cial areas.
(vii) Landscaping and on-site amenities
will be provided in highway commer-
cial areas
(viii) Where Commercial and Residential
uses abut, the onus shall be on Com-
mercial uses to provide adequate buf-
fering space between the two differ-
ent types of land use.
(ix) All Commercial uses will be connect-
ed to full services.
(e) Location
The general location of lands designated
Commercial is shown on the Land Use
Plan (Schedule "13"). Specific location of
types of commercial uses are shown in the
Restricted Area (zoning) by-law.
(f) Implementation
Commercial goals and policies will be
implemented as follows:
(i) by a Restricted Area (zoning) by-law.
(ii) the Land Division Policy of this Plan
(iii) the review of building proposals by
Council
(iv) the development of a core area renew-
al scheme
6: INDUSTRIAL
(a) Introduction
Zurich presently has only one industrial
operation. However, recent development
of light industrial development in the
southern portion of the County opens the
possibility of small scale industrial devel-
opment based on Zurich's generally amen-
able residential and commercial environ-
ment.
(b) Definition
Industrial classification of land shall mean
that the predominant use of land in areas
so designated shall include only industrial
uses which are free from noxious emissions
of smoke, noise, fumes or odours. Indust-
rial includes wholesaling. service operat-
ions, parking lots, utilities, accessory
buildings and open space.
(c) Goals
The follows..: industrial goals are adopted:
(1) To retain the option for light industrial
development by designating an area
for industrial use.
(ii) To direct new industry to an industrial
park area capable of providing services
of industrial standards.
(111) To encourage industrial facilities to
incorporate design and landscaping

facilities to maintain the high civic
design standards set for other major
land uses,
(d) Policies
To achieve the above stated goals the
following policies are adopted:
(1) New industry will be located in an
industrial park
(ii) The industrial park area will be opened
in a phased manner
(iii) Full services designed to industrial
standards will be provided to all indust-
ries
(iv) All industries will cornply with the
Ministry of the Environment's effluent
regulations
(v) All industries will be provided with
off street parking and loading facilities
(vi) Where industrial uses abut other uses
the onus shall be on the industrial use
to provide adequate buffering space
between the two different types of land
use.
(vii) The municipality shall enter into agree-
ments with new industries as to site
plans, building, materials and landsc-
aping.
(e) Location
The general location of lands designated
Industrial is shown on the Land Use Plan
(Schedule "B"). Specific location of types
of industrial uses are shown in the Restricted
Area (zoning) by-law.
(f) Implementation
Residential goals and policies will be impl-
emented as follows:
(1) by a Restricted Area (zoning) by-law
(11) the Land Division Policy of this Plan
(iii) the review of development proposals by
Council
(iv) the use of a developer's agreement by
Council
7: OPEN SPACE
(a) Introduction
Zurich presently provides adequate open
space especially for community activities
and for the creation of a pleasant urban
landspace. As Zurich develops, this stand-
ard of open spaces should be maintained.
(b) Definition
The predominant use of land designated
Open Space shall be for conservation and
recreation. Open space includes parks,
playgrounds, tennis courts and similar re-
creational uses and buildings accessory to
such recreational uses, Open space includes
wildlife habitats. Open space includes the
grass verge and treescape on either side of
the road.
(c) Goals
The following open space goals are adopt-
ed:
(1) To maintain and develop a hierarchy
of open spaces ranging from Village
wide facilities to small neighbourhood
parks to the treescape on either side of
the roads
(11) To maintain and develop both active
and passive open space and recreation-
al facilities
(iii) To promote the natural landscape in
the Village through both public and
private open space.
