DUCTI AND P 1: INTRODUCTION The following text and the maps, noted as Schedules "A", "B" & "C", shall constitute the Secondary Plan for the Village of Zurich. As it represents an amendment to the Official Plan for the County of Huron, This Secondary Plan has the legal status of an Official Plan under the meaning of the Planning Act. The policies stated in the Secondary Plan are intended to operate within those already establish- ed in the County Official Plan. It is not the intent- ion of this Secondary Plan to, either directly or indirectly, alter any of the major policy directions established'inthe County Official Plan. This Sec- ondary Plan reinforces and refines basic county planning policies within the context of the Village of Zurich. The limits of this Plan are co -incident with the present corporate boundaries of the Village of Zurich. The County of Huron Planning Area was approved by the Minister of Municipal Affairs on September llth, 1968. This Plan, as a Secondary Plan to the County Official Plan, establishes, as a point of departure,. certain basic principles of the County Plan relat- ing ttrsecondary plans. The need to carry out more detailed secondary plans at the local level is set out in Section 3 of the County Official Plan. This Section states; "This Plan (the County Official Plan) will function as the Official Plan for all County Municipalities. It is intended, however, that local municipalities will prepare Secondary Plans so as to express more precisely local planning policies and priorities. These Sec- ondary Plans will become amendments to this Plan (County Official Plan)." The objective continues and outlines the scopes of Secondary Plans; "Although the guidelines and policies set forth in the County Official Plan are consider- ed to be generally valid, more detailed re- search leading towards a Secondary Plan may alter the broad policies of the County Official Plan. In general, therefore, as it is an amend- ment to the County Official Plan, a Second- ary Plan in determining the best long term interest of the municipality may alter any aspect of the County Official Plan, which can be factually supported." It is necessary, therefore, that the major policies of the County Official Plan as they affect the Village of Zurich, be understood. Although Zur- ich is a small village, it is an objective of the County Official Plan to; "encourage the growth of existing urban communities ranging in form from traditional hamlets and police villages to incorp- orated towns and villages. 2: PURPOSE The purpose of this secondary plan is to implement a major policy of the County Official Plan --that the County's member municipalities will develop their own plans. This secondary plan, therefore, begins a process of local planning for Zurich. Although this plan looks in detail at various asp- ects of the Village, it is not the intention that this plan will remain static and unchanged for over the long term. It is the intention that this plan will be changed to reflect current conditions by refinement of policies and programs outlined in the plan and by the addition of new sections to make the plan more comprehensive. Changes such as these will become amendments and should be commenced as soon as required so as planning becomes a continuous process. In any event, it is intended that comprehensive reviews be undertaken at five-year intervals, which will include a prog- ram of full public participation. The purpose of this Plan is to provide the Village of Zurich with policies and programs designated to secure the quiet enjoyment, health, prosperity, safety, convenience and general welfare of its inhabitants; to secure an orderly and economic pattern of growth; and, to secure the highest stand- ards of civic design and dignity. This Plan is intended to provide guidance to the Village of Zurich Council, the Zurich Planning Committee and the County of Huron Planning Board as they continue to administer and to plan for the welfare of the Village of Zurich under powers conferred upon them. It will provide a framework within which private and public devel- opment proposals will be considered. It is the purpose of this plan that development will be permitted only when it has been established that such development fulfills the goals of this plan and that there will be no adverse social, economic or physical effects on the municipality. Accordingly, it is the purpose of this Plan to; a) Create a process whereby the future develop- ment of the Village can be related to the plan's goals and policies b) create a public participation process to ensure the Plan's goals and policies reflect the needs of the citizens c) create a future land use pattern that will insure the compatibility of different types of land uses d) provide for the implementation of necess- ary capital works programs e) provide a liaison between County and Municipal planning programs f) establish a land division policy PAGE 213 - ZURICH CITIZENS NEWS SECTION 11: BASIC ASSUMPTIONS This plan is based on assumptions and information developed from the planning studies and public participation program carried out in order to form- ulate this plan. These studies are contained in the appendicies attached to this plan. Although the appendicies do not constitute part of the formal secondary plan, they do provide explanatory mat- erial. In cases where a more detailed explanation of the plan is required such explanation shall be sought in the appendicies. 1: BASIC ASSUMPTIONS The basic assumptions of this plan are; a) Zurich is and will continue to be an urban service centre for the surrounding area b) Zurich's function is established by the int- errelatinnships of the surrounding villages and towns which has tended to establish Zurich as a predominantly residential community c) Zurich presents a stable social community d) Zurich has developed a built form and hum- an environment which represents a major asset and should be maintained and inter - graded as new development occurs. e) the tourist potential of the lake shore and a generally buoyant economic subregion will provide modest but stable growth opp- ortunities for residential and commercial development. i) Zurich has sufficient area to accommodate its probable growth and the existing areas should be utilized prior to allowing or en- couraging expansion outside the Village limits.
