Bayfield discuss plan (by Milvena Erickson) A special meeting of the Bayfield village council was called by the reeve, Tuesday evening, October 23, for a two- fold purpose; firstly to deal with the Senior Citizens Housing Project. That afternoon, the reeve had met with Arthur Gaston, Regional Lands Officer for Ontario Housing Corporation, and discussed the recommended location for a 17 unit building (adjacent to the Municipal Building), explaining the adequate water supply and sewage disposal. Council dis- cussed the price for the property in question and felt, clue to the nature of the project; that a lesser fee by quoted rather than the normal selling price for the property. Drawings of the property and the price have been submitted to Ontario housing for their consideration, with the hope that it will meet with favour- able approval. Secondly --Council, along with the members of the Com- mittee of Adjustment, discussed a by-law of the Municipal Corporation of the Village of Bayfield to adopt a secondary plan. The purpose of the plan was explained by county plan- ner, Gary Davidson. This plan, as a secondary plan to the County Official Plan establishes as a point of departure, certain basic princ- iples of the County Plan relating to secondary plans and urban areas. The need to carry out more detailed secondary plans at the local level is set out in Section 3 (a) (7) of the County Official Plan. This Section states; This plan (the county official plan) will function as the Official Plan for all County Municipalities. It is intended, however, that the local mun- icipalities will prepare Secondar, Plans so as to express more prec- isely local planning policies and priorities. These Seconday Plans will become amendments to this Plan (County Official Plan)." This Secondary Plan is, there- fore, the implementation of certain policies of the County Plan. This Secondary Plan begins a process of local planninl for Bayfield. This Plan develops framewotk for land use planning and it is theintention that the various sections of the Plan will be refined and developed in more detail. These refinements will become amendments and should be commenced as soon as possible so as planning be- comes continuous process. In any event, it is the intention that a complete review of the Plan.be carried out within a five year period from the time of its adoption. A public meeting is called for 8 p.m. Friday, November 9, in the Old Town Hall to discuss the proposed plan, tak- ing into consideration all aspects of the Plan; residential, commercial, industrial, instit- utional, open space (parkland) greenbelt and agriculture, and having regard to the proposed re -zoning changes and certain other land use changes. Notices of the public meeting will be posted at various business est- ablishments in the village. SUN INTERNATIONAL PRODUCTIONS Pre..nt, OPENS SUNDAY NOV. l l th Three days only.
