Dear Sir; There has appeared in the Zurich Citizens News a bylaw which prohibits the wanderings of dogs through the town. Right now, as I write this letter, there is garbage strewn across my back yard. It was done by a stray dog that wandered into out yard and ripped apart a garb- age bag. In fact, this is the second time it has happened this morning. Laws are good and righteous, but they're worth nothing if they're not enforced, We also have a garden that is growing well but doesn't seem to produce much after being dug up and run through by someone dog, If people don't care enough to tie up their pets or even feed them, so they don't have to scrounge for garbage, then they shouldn't have the pets.
