The Ontario Government is
determined there will be plann-
ing in the province and introd-
uced legislation this week to
give itself the power to force
municipalities to follow its
lead.
The proposed Act to Provide
for Planning and Development
in Ontario would give the prov-
ince strong leverage to deal with
municipalities slow to act on
their planning problems; but it
counter -balances this with the
requirement that all stages of
the planning process be acted
out in public with the full inv-
olvement of the municipalities.
Under the terms of this bill,
the Government would be able
to designate any part of the
province "a planned develop-
ment area" and directly decide
how the land was to be develop-
ed.
Premier Davis made it plain
in a statement to the Members
of the House that the days when
someone could do whatever he
liked with his lands have passed.
They have passed because of
the threat of urban sprawl and
the Government introduced
three bills in the Legislature this
week designed in different ways
and in different areas to check
indiscriminate development.
The legislation introduced
would allow the Province to forc,;
municipalities to produce land -
use plans, set up a commission
to,produce a master plan for
the Niagara Escarpemtn, and
establish a series of parks and
parks associated with utility
corridors --to separate towns
north and west of Toronto.
The Commission will buy the
most important areas of the
Niagara Escarpemtn, and it will
introduce strict land -planning
controls over the rest of the
escarpment. In a long-term
plan for a Parkway Beld which
would include highways, hydro
lines and green space, the Ont-
ario Government has frozen the
zoning of 55, 000 acres of land

Expense accounts which pay
Ontario Cabinet Ministers up
to $3600 a year with no quest-
ions asked carne under fire in
the Legislature this week, Vern-
on Singer, Liberal member for
Downsview, said the payments
of $300 a month were unauthor-
ized and represented something
approaching fraud against the
tax -payers. Liberal and NDP
members on the Legislatures
Public Accounts Committee
claimed the allowance had been
a secret until they discovered it
while reviewing the Govern-
ment's expenditures last year.
Investigations in the new
Ontario Hydro headquarters
project continued this week.
Barry Brooks, former superint-
endent of Internal Services for
O, I, S, E, (Ontario Institute for
Studies in Education), told the
Legislature's Select Committee,
that he once received a tele-
phone call from an Ontario
Hydro official asking whether he
was aware of a friend between
Premier Davis and developer
Gerhard Moog. Mr, Moog's
firm, Canada Square Corporat-
ion, is building the Hydro head-
quarters under a lease -purchase
arrangement with the Hydro
Commission. It is the same
firm which erected the OISE
building. Ontario Hydro chair-
man, George Gathercole,
conceded under heavy question-
ing by committee counsel,
Richard Shibley, thiat Canada
Square Corporation Limited,
got more exposure within Hydro
than three competing developers
before it won the contract to
build the Hydro Commissions
new office headquarters. Mr.
Sisson s, Hydro's assistant gen-
eral manager for services, was
questioned at length about the
apparent lack of enthusiasm
shown in Hydro memoranda,
including those written by him
for developers other than Can-
ad4a Square.
There was both excitement
and the making of history in
the Legislature this week. Paul
Yakabuski, a Conservative
member from Renfrew South,
was expelled from the Legislature
as he attempted to explain a
remark he had made about
French education in Cornwall,
No one at Queen's Park can
remember a Government Party
member being expelled from
the House. The Speaker, Allan
Reuter, ordered the Sargeant at
Arms to escort Mr. Yakabuski
from the Chamber after the
member refused to sit down.
The events leading up to the
expulsion began on Tuesday
during the question period when
Albert Roy, Liberal from
Ottawa East, asked Education
Minister, Thomas Wells, wheth-
er he was lookinginto the sit-
uation of the two teachers fired
by the Stormont, Dundas and
Glengarry Board of Education.
B¢fore Mr. Wells could reply,
