Away with nomination meetings
With the passing of Bill 77,
an act respecting the Municipal
Election Act, and Bill 201
consisting of amendments to
the Municipal Act resulting
from Bill 77, there will be
considerable change in the
Municipal Nomination and
Election Procedure in 1972.
The following are a few of
the changes that are of interest
to local electors:
1. Voters lists will be prepar-
ed by the Assessment Commis-
sion Officers from information
collected by Enumerators. The

enumeration will be done in
the five weeks following Labour
Day each year. The Clerk of
the municipality will be the
revising officer.
2. All residents 18 years of
age and over may vote, also
they may run for office of coun-
cillor, school board or any
other elected office.
3. All local municipal and
school board elections will be
held on the same day, the First
Monday in December every sec-
ond year commencing in 1972.
The election if required in 1972
will be on Monday, December
4, with the polling hours from
11 a.m. to 8 p.m.
4. Nomination meetings as
such will not be held. For a
prospective candidate to be
nominated for a municipal or
school board office, his nomin-
ation must be sanctioned in
writing by ten eligible voters
and received by the clerk of
the municipality holding the
election between November 9
of this year and November 13
at 5 p.m., thus dispensing with
the previous form of having a
mover and seconder, the cand-
idate's consent and qualificat-
ion to accompany the nominat-
ion.
5. An advance poll will be
held in the Clerk's Office if an
election is required on Monday,
November 27, and Saturday,
December 2, between the hours
of 11 a.m. and 8 p.m.
The above changes are made
in the election and nomination
procedure with the hope that
more interest will be taken in
municipal affairs, also to set a
standard time for municipal
elections in all municipalities.
The abolition of the nominating
meeting does not mean that
there will not be a public meet-
ing to give ratepayers the priv-
ilege to voice their opinion.
To date, local councils have
not decided if a public meeting
will be held.
Huron NDP plan nomination
A meeting of the executive
members of Huron NDP Riding
Association was held in Goder-
ich, Sunday night to finalize
details for the September 27
nomination meeting in Bruce -
field. Election strategies were
reviewed and preliminary app-
ointments to the election com-
mittee were made.
Special speaker for the nom-
ination meeting will be Ted
Bounsall, MPP Windsor- Walker -
Provincial NDP labour
critic and member of the Ont-
ario NDP Municipal Affairs
Committee.
Federal campaign manager
will be Paul Carroll, Goderich,
who reviewed current plans.
Election materials will be pur-
chased locally and volunteer
manpower will prepare all sign
material. Efforts will be direct-
ed at the production of a comp-
rehensive magazine with nation-
al themes portrayed in terms of
local issues. The campaign
slogan will be "New Democrats
Listen:." there will be no camp-
aign song.
In further discussion, it was
anticipated that certain student
voters may be deprived of their
vote because they will be attend•
ing school out of town on Oct-
ober 30. They would normally
appear on local enumeration
lists. It was decided to have

Riding members will be advised
that under Section 46 of the
Canada Elections Act, such
students are allowed vote by
proxy.
In reviewing policy state-
ments, the changes in the share
of federal government reven-
ues coming from the corporate
sector as compared to the cont-
ributions of individuals were
discussed. It was stressed that
members should clearly under-
stand that Party Leader David
Lewis was' not calling for in-
creases in Corporation taxes,
but rather that loopholes should
be closed to permit a more
even distribution of revenue
contributions to the federal
government.
A further meeting will be
called when election commit-
tee appointments have been
confirmed by members concern-
ed.
