Hess, the department's minister, Hon. Rene Brunelle, has announ- ced. Mr. Hess, who has worked for lands and forests since 1940, will be attached to the environ- mental protection branch. lie will be concerned with aesthetic, and landscape quality, air and water quality, the control of waste and litter, erosion, noise, and vegetation on public lands. The minister explained the new post as another basic step in improving the quality of life for all Ontario residents. "While concern for environmental quality is a fundamental consid- eration in the planning and ex- ecution of all departmental re- s. rce management and land- uz:; programs, the responsibility for co-ordination will be focus- sed within one unit of the dep- artment, the environmental protection branch, so that the inter -dependent nature of the various environmental problems can be identified and dealt with' Mr. Hess was a district for- ester and regional forester in various parts of Northern and Southern Ontario, a former dir- ector of the Ontario Forest Tech- nical School in Dorset, and until recently was supervisor of the department's reforestation advisory section. HORNER — Secretary -Treasurer Ontario, he received his early education at Zurich Public School and Exeter High School. He graduated with a B. Sc.F. degree from the University of Toronto in 1940 and received the degree, Forest Engineer frons the university's School of Graduate Studies in 1952. While Director of the Forest Technical School, lie extended post -diploma, specialized courses for forest technicians and conservation officers and saw student enrolment grow from 80 to 150 in the general diploma course. Early in his career, he comp- leted one of the first total re- sources management plans for a district (Kapuskasing). 1 -le was also among those respobsible for drawing up the first official training and dev- elopment program, a forest fire control training program for the department and one of the first complete land use plans (Glack- meyer Land Use Report, Coch- rane District). Quimby"Hess has not allow- ed his extensive knowledge and keen interest in forestry to over- shadow his extra -curricular activities - his love of curling and outdoor recreation. Ile is greatly interested in natural history, especially wild- life, insects, plants and fossils left from a by -gone age. His interests extend to archaeology. Some Indian relics, which he found in the area of Pinery Pro- vincial Park, Lambton County, were donated by him to the University of Western Ontario. Mr. Hess has also involved himself over many years in the development of a private wild- life refuge and arboretum in southwestern Ontario and latterly in the development of a private tree farm and wildlife area in Muskoka. Mr. Bess is married to the former Isobel Robertson, of Saskatchewan and Kirkland Lake and has a son and daughter, boil: attending university. 0 As long as someone looks for something for nothing, there will be someone to give nothing for something. HORNER Tax Collector T4„, ONTARIO COMMITTEE ON THE COSTS OF EDUCATION The Committee on the Costs of Education in the Elementary and Secondary Schools of Ontario has been appointed to undertake a comprehensive review of the costs of education in relation to the aims and objectives, programs, priorities and the like, of the educational system, to evaluate existing programs in the light of experience with them, the requirements of the present, and in terms of the expenditures of money for them, and to recommend policies as the Committee may determine. The Committee will welcome assistance from representatives of groups, organizations, and associations and from the public through the provision of information, comments and suggestions in areas such as but not limited to: — the use of the financial resources being provided for elementary and secondary education in Ontario in the attainment of the educational goals; — the ability of the various differentiating factors in the legislative grant plan such as course, location, level (elementary and secondary), and type (ordinary and extraordinary) to generate funds in proper balance consistent with the needs for the attainment of desirable educational objectives; — the implications of ceilings on expenditures by local school boards, including the effect on the decision-making and autonomy of these boards; — the various aspects of school programs with particular reference to innovations and new concepts as, for example, the "open plan" organization, technical and commercial programs, and use of educational technology. It will be appreciated if submissions could be made as soon as possible, but not later than 31st March, 1972.
