Ontario Hydro holds off
rate increase
Ontario Hydro is maintaining
rates set a year ago for supplying
power to municipal utility syst-
ems and a group of 88 large ind-
ustrial customers. Last November
Hydro told its customers that
rate increases over several years
would be required to equate
revenues with costs.
In a letter sent to the utilities
this week, Hydro Chairman
George Gathercole said, "The
Commission recognizes the
desirability in the present period
of adjustment and unemploy-
ment of avoiding any action that
would hamper or impede the
special public measures that
have been adopted to stimulate
the economy.
"Accordingly, it has been
decided to maintain for the time
being the interim rates that
have been effective in 1971. The
shortfall in revenue will be met
in part by a special withdrawal

Reserve, " he said.
The reserve was created to
cushion the impact of rate adj-
ustments resulting from financ-
ial and technological conting-
encies such as low stream flow
conditions; severe breakdowns or
in-service deferments of gener-
ating stations and transmission
facilities; increases in foreign
debt payments associated with
unfavourable movements in
exchange rates, and exception-
ally adverse economic circum-
stances.
Mr. Gathercole went on to say
that the deferment of the prev-
iously announced rate increase
"must be considered as tempor-
ary or short term, for, rising
costs must ultimately be met out
of the proceeds of rates. It
cannot be employed to buck the
long term increase in the cost of
power."
The letter indicated that Hydro
had given careful consideration
to the economic uncertainties
that exist, and the special meas-
ures adopted by the federal and
provincial governments to stim-
ulate employment and achieve
a resurgence in the economy.
"Our most recent analysis of
power costs confirmsa that there
has been very little abatement,
if any, of upward trends. The
price paid for fuel for our therm-
al generating stations and other
equipment and supplies has
continued to rise. The increasing
concern for the quality of the
environment has required the
installation of highly sophisticated
anti -pollution equipment and
the use of more costly fuels.
"The inexorable escalation in
wage and salary rates, particul-
arly those for construction skills,
has exerted a strong upward thrust
which will inevitably affect our
costs for a number of years. To
maintain the financial viability
of our enterprise, revenues must
ultimately be adjusted to equate
costs, " said Mr. Gathercole.

Day, Mrs. Walter Spencer
opened the meeting by reading
"In Flanders Fields".
Mrs. Spencer's devotional
was entitled "To Live Abund-
antly Know Thyself."
Roll call was taken with
eleven present and two visitors.
Minutes of the previous meet-
ing were read, offering receiv-
ed and prayer offered.
Mrs. Robert Cook finished
the study on the Americas by
giving an interesting talk on
the history of the Indian tribes.
The guest speaker was Mrs.
Gordon Schwalm who told of
her recent trip to Spain and
Africa. She showed many pic-
tures, gifts and souvenirs
which she brought home.
Mrs. Harvey Keys and assist-
ants served lunch for a social
hour together.
