No smoking at Goderich school
Goderich District Collegiate
Institute remains the only high ,
school in Huron County where
the students are not permitted
to smoke on the school grounds
following a decision at Monday
evening's board of education
meeting in Clinton,
Board members agreed to
permit the students at Central
Huron Secondary School to
establish a recreation area to
the west of the school and it is
understood that smoking will be
permitted there.
Chairman of the board, Robert
Elliott, said he hoped the rate-
payers would not interpret this
to mean that the board of educ-
ation approved of students
smoking. However, Elliott point-
ed out that in many cases, par- I
ents have not been able to purs-
uade their children to stop
smoking and he felt the school
board would have no better luck,
especially since students are
presently using the sidewalk
immediately in front of CHSS as
a snicking area anyway.
John Henderson, McKillop
said he approved of the recreat-
ion area at the school but asked
that the board encourage the
students riot to smoke there.
"I'm not going to interfere with
their plans, " stated Henderson,
"but as a board member I don't
like to see it passed as a smok-
ing area,"
Dr. Alex Addison, Clinton,
disagreed. He said the area was
to be established a park area to
be maintained by the students.
"I think it is a good idea to
turn this over to the students
and let them run it themselves, "
said Addison. "We've got to
give them some responsibility,
We can't say Thou shalt not
smoke. I don't think we can
stop these kids from smoking.
I couldn't stop mine. I had quite
a time to stop myself from smok-
ing."

isdiction begins and ends, " said
the chairman, "but I do know

It's a project in itself, " argued
Dr. Addison. "Maybe park man-
agement will become a new
subject here. If we supress these
things and not let them do a
darn thing, how are they going
to learn?"
Discussion showed that three
of the five high schools - Wing -
ham, Seaforth, and Exeter -
had defined smoking areas on
the school property already.
Goderich principal John String-
er is the only principal in the
county who has not given perm-
ission for the student body to
smoke on the school grounds -
or even on the sidewalks adj-
acent to the school.
"If principals have the manage
ment of the grounds in their
jurisdiction and the say about
smoking, one wonders why this
came before the board at all."

Cochrane reminded the board
that 18 -year olds are now adults
by provincial government dec-
ision.
"They're adults too, the
same as the teachers, " noted
Cochrane. "They will say that
the teachers smoke in the school
so why can't they."
Elliott quipped that the ulti-
mate solution might be to have
the teachers smoke on the re-
creation area too.
John Broadfoot, Brucefield,
claimed that since the students
were smoking in front of the
school, it would be in the int-
erest of safety to remove them
to a. recreation area off the road-
side. •
"All you need is one hotrod
going up the street in front of
the high school and you could
have several less smokers, "
noted Broadfoot.
A recorded vote showed that
only two board members - John
Henderson and Mrs. Marion
Zinn - were in favor of a board
stipulation that smoking be

prohibited on the recreation
area at CUSS. A new motion
that the recreation area be est-
ablished and left for the re-
mainder of the school year under
the jurisdiction of the CHSS
Principal Robert Homuth and
the student body was approved.
"I have faith in the students ,
and the principal of this school, "
said ]Jr. Addison.

enough to even bring them up
to, no not above, just up to
the poverty level." Nothing
was done about this until just
before an election was called,
Mr. Deans pointed out, "yet
Mr. Davis says goverrunent is
for people."
"The government has increas-
ed a program of education and
trained students who work hard
and then find when they grad-
uate with their technical dip-
loma or even their degree
that there are no jobs, " the
N.D.P. member said. "They
have done nothing about this
either, " he said, "short of int-
roducing a program for the
cutting of dead elms."
When asked if he would like
to reply to the fact that the
other parties in the province
had hung the tag of socialist on
the N, D, P. air. Deans said,
"If creating jobs, setting up an
effective welfare system, imp-
roving health insurance plans,
building homes, giving proper
pensions to our senior citizens
who built the province we live
in and so on are to be considered
socialist then I would accept
the lable gladly."
Mr. Deans also suggested
that the present government has
been acting for too long on be-
half of the wealthy .and the big
international companies, "We

people before profits."
Reports on the campaign in
Huron to date were heard and
it was noted that all was prog-
ressing well and that the party
was very encouraged. Mr.
Carroll also announced that
N.D, P, provincial leader
Stephen Lewis would be in
Goderich for a short time on
September 29, next Wednesday,
when he is expected to arrive
