The pew by-law was necissitated by changes in gov- ernment legislation regarding tile drain loans. The amount of money which may be used for tile drain loans in Hay remains at $500, 000. and the interest rate will re- main at four percent for any farmer needing assistance by way of a tile drain loan. According to clerk Wayne Horner, the new legislation simplifies the procedures to be followed by an applicant, Prev- iously all applications had to be processed in Toronto, and in future this will not be necessary since the council now will have the right to approve or reject an application. In other business at the meet- ing, council gave their approv- al to Neil Walker, to sell a lot off his property just west of the village of Zurich. The ap- plication still needs approval of the Minister of Municipal Affairs. A petition was received from Lennis Gingerich, on Lot 5, concession 10, for improvements to the Bender Municipal Drain. Council instructed engineer C . P. Corbett to proceed with a report on the drain, and present it to council as soon as possible. Accounts were approved for payment as follows: general, $141, 015; roads, $30,146; and drains, $16, 000.
