Professor John T. Horton of
the University of Waterloo and
consultant to the Midwestern
Ontario Regional Development
Council was the kick-off speaker
for the day -long 1971 Spring Con-
ference of MORDC representat-
ives of Huron, Perth, Wellington
and Waterloo counties in Goder-
ich last Wednesday.
"The development council is
an agency attempting to provide
assistance to all municipalities
in the region, " stated Prof. Hort-
on. "It is not an agency of, a
representative of, or an arm of
the provincial government. It
should resist with determination
anything which impedes its
freedom to say what must be
said, now and in the future. "
"The beginnings were in the
grassroots and hopefully will
remain there." said Prof, Horton.
"The government has been ask-
ing for a response from the
people and MORDC has attempt-
ed to assemble opinions to reflect
accurately, clearly and forcibly
the views of the people."
The professor said he doubted
that everyone was aware of the
tremendous importance of The
Design for Development, Phase
1. 1 -le advised that the spending
programs of various departments
of government will depend upon
the outcome of the report and
will "set the pattern" for as long
as perhaps 30 years.

Clinton races
start Sunday
The Clinton Kinsmen Club
will again be sponsoring 22
Sunday race meets in Clinton
this year, beginning Sunday,
June 6, until October 31.
Post time is 2 o'clock, with
10 races daily, a Daily Double,
Quinnella and Exacta Wagering
will be featured.
Many improvements have beer
added for this year, including
sheltered betting area in case of
foul weather, and an electronic
tote board plus new electronic
maxi tote machines to cut de-
lays to a minimum.
The track itself has been
greatly improved by hundreds
of loads of gravel and stone
dust being applied to the surface
and corner banks. One hundred
and twenty horse stalls have
been semi winterized.
Seating facilities for 2500
people plus standing room is
available, so that the raceway
