Keller) "It is not enough, in this changing world, to have in your head only what was there yester- day, " stated James Hayter, Dash- wood, president of Mid -Western Ontario Regional Development Council. He was speaking at MORDC's Spring Conference in Goderich last Wednesday. The theme of the Conference was People Planning For Peg31e and attracted a large crowd of interested persons from all over Huron, Perth, Wellington and Waterloo Counties, the area served by MORDC. Rev. John Huether, Zurich provided the opening devotional period and Warden Jack Alex- ander, Wingham, also took part in the meetings, bringing greet- ings from the County of Huron and outlining some of his thoughts concerning development in Huron. The Restructuring Proposal to encourage "the greater particip- ation of people in the role of regional development" was presented by vice-president Allam F. Ross, Harriston. "One of the most significant and meaningful changes that can be undertaken by the Board of Directors and the council as a whole is to create five new sections associated with the Council made up of the follow- ing: agriculture, education, industry and commerce, tourism and recreation, and community affairs, " reported Ross. "A restructuring of the Board for broader and more effective representation will give the more heavily populated areas of the region a stronger voice in. Regional Development, " he coma inued. "The proposed changes will also give the same urban and rural areas of the region an effective voice in Regional aff- airs." "The cities in our region will be given direct representation on the Board if they become members in the Development Council, " Ross explained, "This will be accomplished on the basis on one representative directly appointed to the board by a city for each 50, 000 population or part thereof." "The counties will still cont- inue to elect their representat- ives on the zone -base -method, " Ross said. "It may be considered necessary to allow each county _ council, if membership held on the development council, to appoint one member directly to the Board of Directors to repres- ent county council." Ross said "the man wearing overalls" should be brought into the picture when the future of the region is being planned. As well, he pointed out that educ- ational authorities both the el- ected members and the appoint- ed staffs must play a role in bringing about "a balanced com- munity of basic economies and social life." "Through the educational section of the Development Council, the four -county public school boards, three separate school boards, three universit- ie3, and a community college all located within the Midwest- ern region can be brought to- gether as a vital group in assist- ing in the total educational process of the region, " stated Ross. Ross noted that industry and commerce should be brought in- to the Development Council" as a viable section in which the economy can be stimulated and greater job opportunity created for the people of the Midwest- ern region." He described the tourist ind- ustry as having "great potential" and said a section devoted to tourism and recreation with the Development Council can help to stimulate the tourist economy and promote travel within the Midwestern region." 0 Swim with a buddy.
