Credit buying is widely ac-
cepted today, even though
many of us can remember not
so long ago that buying "on
time" was something of a soc-
ial don't -talk- about -it. Not so
any more. Indeed, an estimated
80 percent of everyday house-
hold business in Ontario is now
done on credit --be it paying the
hydro bill or charging the cost
of drugs at the corner store.

use of credit and credit cards
as an aid in sound family budget

line some of the legislation that
exists in the province to protect
the consumer.

WILLIAM S, LAVIS
William S. Lavis, 62 of
Bloomfield Township, died
February 22 at William Beau-
mont Hospital. Funeral service
was held on Thursday, February
25, at Bell Chapel of the
William R. Hamilton Co.,
Birmingham, Michigan. Crem-
ation was at White Chapel
Memorial Cemetery, Troy.
Mr. Lavis had been a real
estate broker with Ralph Man-
uel Associates for six years.
Previous to that he had been a
unit manager with Proctor and
Gamble, but had retired from
that firm seven years ago. Mr.
Lavis was a member of Palest-
ine Lodge 357 F. &A, M„ and
the Birmingham Lodge No.44
F. and A, M. He was also a
member of the First Methodist
Church of Birmingham and
Oakland Hilts Country Club.
Mr. Lavis is survived by his
wife, Marie D. a daughter Mrs.
Maurice H. Hofmeister of Park
Ridge, I11. and a son Lance
W. Lavis of Birmingham, and
a step -son Vaughn C. Graves
of Martinex, California, two
brothers Robert, of Orchard
Lake and Jack, of Burlington,

Bowen (Dorothy) Royal Oak,
Michigan; Mrs. John Wade

it account with a retail store,
the consumer becomes involved
in contracts, interest rates and
service charges that are not
always clearly understood. Sim-
ilarly, you become involved in
serious financial obligations
when you buy a house or prop-
erty, purchase a used car or
make investments.
It is essential that you have
a full and clear disclosure of all
pertinent information to know
exactly what you are doing. To
clarify these and other matters
for Ontarians, and provide assist-
ance and guidance when needed,
the Ontario Department of Fin-
ancial and Commercial Affairs
has expanded its services in
recent years.
In all contracts where money
is borrowed, or when goods
or services are bought on credit,
the true rate of interest and
service charges must now be
set out clearly in the agreement
This enables the borrower or
purchaser to know exactly what
he is paying for.
It is no longer possible to

have hidden charges and unspec-
ified service "extras", The
exact amount of payments and
the number of payments must be
clearly specified.
Another important area of
added protection deals with
"itinerant sellers, " more fam-
iliarly known to housewives as
door-to-door salesmen. People
or companies that do business
away from their premises must
now be registered with the
department's Consumer Protect-
ion Bureau.
When you sign a contract or
buy something from an itinerant
seller there is now a "cooling -off
period of two days in which you
can change your mind and canel.
the order. This is indeed an im-
portant step in protecting the
consumer. from the high pressure
salesman who might fast -tall<
the more gullible into buying
something not really wanted or
needed.
The law also sets out rules
regarding repossession of goods,
which now requires court approv
al if two-thirds or more of the
purchase price has been paid
under the instalment contract.
