and said that a significant cont-
ribution was made to pollution
in the rural areas.
Reeve James Hayter, asked if
the official plan (estimated at a
cost of about $55, 000) would
detail land use in the townships.
He was told the plan will en-
compass the entire county and
show where growth should be
encouraged.
Anson McKinley, deputy -
reeve of Stanley and also chair-
man of the Huron County Plan-
ning board outlined Huron's
fortunate location. He reported
on the water problems encounter
ed by many large cities such as
London and Kitchener.
"Instead of piping water to
growth, " stated McKinley, "
maybe we should take growth
to the lake.
Wilmer Hardy, reeve of Col-
borne Township, told council
there could be no growth in the
area until there is an improve-
ment in the highway system into
this area.
"Our road system is inadequate
insisted Hardy. "We have 100
miles of lakeshore and we need
good highways to get here. Tour-
ism brings dollars into this area.
The reeve of Grey, Charlie
Thomas concurred. He said that
every place that has ever been
developed had transportation
first, but he claimed the matter
should not come under county
planning but rather regional
development.
One Kleinfeldt spokesman
said it was unlikely Huron County
would see "major growth, "
particularly in the lifetime of
this plan which is 15 years until
about 1985.
"We are satisfied that the
road network is sufficient, " he
said. "We see no major change
in the highway system."
County engineer Jim Brintnell
urged council to be patient until
the presentation of the Lake
Huron -Georgian Bay road study
is released by the Ontario Dep-
artment of Highways. Britnell
said that when presented, this
study will show future road needs
in this part of Ontario.
"Right now health and educ-
ation are taking priority, " stated
Britnell, "Maybe that's justified.
We've had champagne tastes for
a long time where roads are
concerned. The growth factors
in this county are very low 1.1
in many of our townships. We're
not in any trouble as far as our
roads are concerned, and we
probably won't be for another
ten years."
John Flannery, Seaforth, re-
called Premier John Robarts sug-
gestion that Ontario plan for
plenty of "green belts."
"If we're going to have green
belts, " quipped Flannery, "we'll
have to have plenty of green
backs."
Flannery told council that
planning is being done back-
wards. He siad there are some
municipalities who have spent
large sums of money devising
land use plans only to find they
are not acceptable.
He suggested that planning
jurisdiction should be clearly
defined into provincial, county
and municipal brackets with
each level of government know-
ing exactly which planning area
for.which it has authority.
Reeve Oddliefson concluded
that local people should look
after local matters until the
county land division committee
becomes more knowledgeable
about the entire county plan.

A , Glazier, in Clinton, on
October 30.
Elected officers of the NDP
for the riding are; president,
W.A. Glazier, Clinton; vice-
president, Robert McMillan,
Seaforth; secretary -treasurer,
Mrs. Shirley Weary, Goderich;
organization chairman, John
Fisher, Clinton; Publicity
chairman, Mrs. Gwen Pember-
ton, Bayfield.
Glowing reports were given
of the NDP Provincial Leader-
ship Convention held in Toronto,
October 3, 4 and 5, attended
by more than 8, 850 voting del-
egates. Herb K1opp, of Zurich,
Ontario NDP council member
and Mrs. Klopp, official del-
egate from the Huron Riding,
expressed their enthusiasm for
the most successful convention
in Ontario NDP history.
Mr. Glazier and David Weary
attended an election school held
at the Labour Hall, Kent St.,
London on October 17 and 18.
The first of a series of such
schools to be held throughout
the province brought together
representatives from the London,
Middlesex, Elgin, Huron, Ox-
ford, Perth, Sarnia and Lambton
Ridings.

Mr. Weary, reporting on the
event, said that the "Students"
were sent out on a door-to-door
survey as a practical demonstrat-
ion of how NDP members in the
South Middlesex Riding won the
by-election which sent Ken Bol-
ton to the Ontario Legislature a
year ago.
At the November meeting to
be held at the home of Mrs.
Pemberton in Bayfield, plans
will be presented by Mr. Fisher
for a survey to be undertaken
by NDP members in the Huron
Riding.
