West Wawanosh, Turnberry,
Mullett and Morris had indicated
they would withhold their educ-
ation taxes this fall.
"Do you want a revolution?"
asked Reeve Campbell.
"Farmers are the most unrev-
olutionary group I know of in
Ontario, " retorted Bailey, "but
there could be a revolution yet."
