HomeMy WebLinkAboutZurich Citizens News, 1970-08-27, Page 13THURSDAY, AUGUST 27, 1970 ZURICH CITIZENS NEWS PAGE THIRTEEi Province Offers Help to Small Municipalities on 'Debenture Issues Small municipalities in Ontario now have the opportunity to fin- ance approved capital facilities at a cost comparable to that ach- ieved by larger municipalities, Treasurer Charles MacNaughton said this week, The Treasurer revealed that $15 million has been allocated for 1970-71 to the Ontario Municipal Improvement Corporation to pro- vide a guaranteed market for instalment debentures for any approved purpose from all munic- ipalities under 20, 000 population. T11e province is buying the deb- entures at a rate comparable to that secured by a good municipal credit on the public market, Pur- chases from the first two applic- ants, the towns of Georgetown and Southampton, were at 9,5 per cent, The program implements the 1970 budget announcement that the goverrinlent will help smaller municipalities with their capital borrowing needs. "We are not encouraging munic- ipalities to borrow, " Mr. Mac Naughton emphasized, "llowever, where essential capital projects must be financed, we want to ensure that smaller municipalities have the same opportunity to provide facilities for their citizens as do larger centres." I -Ie pointed out that the current review procedures of the Ontario- Municipal ntarioMunicipal Board, which gives local ratepayers the right to question capital expenditures, will continue to apply. The Treasurer also stressed that municipalities are encouraged to secure capital financing from other sources if they can get better rates of interest, "Municip- alities may sell their debentures in the public market, if they prefer, " the Treasurer stated. "Tile citizens in many of our smaller communities have been in the habit of purchasing local debentures at a rate of interest slightly below that of the market. This practice is commendable and should be encouraged where ever possible." In the 1970 budget, the Treas- urer promised to provide $10 mil- lion for capital financing by all municipalities under 10,000 pop- ulation. Subsequent consultation with municipal leaders, including the discussions at the Provincial Municipal Conference in April, indicated that the population level should be raised to 20,000 and that the amount should be. increased.
