in considerable out -migration of
the population, particularly in
the younger age groups, 3, Even
though the agricultural sector as
a whole presents a viable picture,
there is a continuing need for a
decrease in the proportion of farm;
grossing less than $10, 000 in the
value of agricultural products
sold. In 1966, almost 60 percent
of all commercial farms in the
region were below this level, In
Huron and Wellington counties,
the proportions were greater than
60 percent.
The report notes that the region
is experiencing urbanization prob-
lems within its developing South-
eastern urban corridor, and along
its Lake Huron recreational shore -

located in an intensively used
agricultural area, need to opt-
imize the use of land between
agricultural and urban demands.
'Also of significance is the unique
:Mennonites' community and the
encroachment on their agricult-
ural lands by urban development.'
The report says that because of
the characteristics of the land
and the increased rate of urban
development, many conununities
are being confronted with prob-
lems of water supply and sewage
disposal. Compounding the prob-
lem is the increased cut of wood -
lots thereby resulting in increased
water run-off,
The report notes that a case
can be made for preserving part
of the Lake Huron shoreline for
public recreational use because it
is becoming increasingly develop-
ed as a private cottage and re-
creation complex.
The report says all people in
the Midwestern Ontario Region
should have a choice of employ-
ment opportunities and a wider
variety of services.
"The lack of a regional design
for development has not allowed
the creation to date of a viable
system of L,rban areas which offer
concentrated ranges of choices and
opportunities to all the people of
the region, The high cost of serv-
ices may well make it impractic-
able to stimulate the growth of
every urban centre in the future.
A case can be made for concentrat
ing the provision of services in a
selected few urban centres where
the necessary population size and
assorted employment opportunit-
ies and choices can serve the
needs of the northern and western
parts of the region."
In summing up the report "from
the viewpoint of a long- time res-
ident as well as the minister whose
department has prepared the re-
port, " Mr, MacNaughton said he
was optimistic about the future
of the Midwestern region,
"The geographic location is
excellent, the economic activity
is healthily diversified and the
overall quality of living is one
that many people in the world
would like to enjoy,
"A problem we are facing in
the Golden Triangle is the struct-
uring of growth there, as else-
where in Ontario, We are partic-

obtaining water, providing for
disposal of sewage, development
of adequate transportation, and
other servicing facilities.
"We are also concerned that
an extremely rapid growth and
geographical concentration of
the urban population not encroach
unduly upon agricultural land and
also that it not become a contri-
butor to environmental pollution, "
the minister said.
Mr, MacNaughton said, "Like
most of you here I have lived in
this region for manyyeaxs and
have witnessed the changes taking
place, We all know, for example,
that as our farms grow larger we
shall have fewer farms. We must
bring more jobs and people to
the slower growing parts of the
region. We must pool our efforts
to provide the required services
for our local cities and towns, to
foster recreational activity, to
improve government services and
to stimulate other activities which
will help both the region and the
province,"
