and purchasing necessary articles
they have turned over $435.48
to the Arena Board.
In addition to catering at
banquets, they assisted the
Entertainment Committee when-
ever food was served.
A very generous donation was
received after the ladies had
catered to a family banquet.
The money was used to purchase
some much-needed electrical
appliances. The committee
-would like to express their
gratitude for this donation and
also for donations of food and
assistance given by ladies in

group could not have carried on.

VILLAGE of Z
February 18, 1970
The Reeve, Members of Council and Ratepayers,
The Corporation of the Village of Zurich,
Zurich, Ontario.
I have audited the accounts and records of the Village
of Zurich for the year ended December 31, 1969, and have pre-
pared therefrom the statements listed in the index of this
report.
The operations for the year 1969 resulted in a surplus
of $21,223.51 before providing for the 1968 deficit of $15,136.70,
which left a net operating surplus of $6,086.81 on the year's
operations.
The accumulation surplus of $7,934 shown on statement
two, is after taking into consideration all prior years surplus
and deficits.
Having financed the 1968 deficit through 1969 taxation,
the Village's financial position has improved considerably to
December 31, 1968, and this should be taken into consideration
in setting up the 1970 mill rate.
The operations of the other Commissions and Board were
as follows:
ZURICH PUBLIC UTILITIES COMMISSION
Hydro surplus $6,965
Water surplus 8,443
ZURICH MUNICIPAL RECREATION COMMITTEE
An analysis of the revenue and expenditure of this Com-
mittee is submitted, which is but a .breakdown of the items of
revenue, described as Service Charges, schedule 1-1 in the
amount of $14,405, and expenditure schedule 1-3 described as
Parks and Recreation, $23,337.
The method of accounting for the operations of this Com-
mittee through the general accounts of the Village of Zurich,
results in the yearly deficit or surplus being charged to the
Village.
GENERAL
Expenses totaling $5,014 which are to be included in a
debenture issue for construction of a new water system have
been incurred by the Zurich Water Supply System without
approval of the Ontario Municipal Board. Although application
has been made, approval has not yet been received.
Subject to the qualifications concerning
Unapproved capital expenditures to be financed by
debenture issue.
I hereby report that in my opinion
1. The financial transactions which have come under my
notice have been within the powers of the municipality.
2. The audit has been conducted in accordance with the in-
structions of the Department of Municipal Affairs.
3. The financial statements present :fairly the financial posi-
tion of the municipality as at December 31, 1969, and the
results of its operations for the year ended on that date.
