Mr. Mcleough said the Ont- ario Gover[unent;s residential property tax reduction system. - now nearing the end of its year of operation - has helped to spread the tax load more fairly. "Generally it has alleviated some of the tax pressure on vir- tually all honw-owners and ten- ants in Ontario. It has provida particular help to senior citizens and other people on fixed in- come who are least able to cope with rising property taxes." Mr. McKeough said that al- though the system may be mocl- ified-in the future, the Govern- ment intends to continue its general policy of attempting to achieve greater equity in prop- erty taxation, Mr. McKeough said the pres- ent property tax reduction sys- tem is operating more smoothly this year than last, but there are still some difficulties. "One such difficulty is ensuring that apartment tenants who moved during the year received the reduction. By law, the onus is on the landlord or his agent to pass on to the tenant the tax reduction he received from his municipality. But in practice, many tenants move without leavrn& a forwarding address. Thus, it is exceedingly difficult for the landlord to pass on the reduction." Mr. McKeough said that the Subsidies Brands in his Depart- ment has resolved over 4, 500 cases of dispute between ten- ants and landlords concerning the 1968 reductions, which may have otherwise ended in court action. "This settlement of cases illustrates the kind of val- uable work the Department is quietly doing to enusre that the right benefits reach the right people." Under the Residential Property Tax Reduction Act landlords must pass on the tax reductions to tenants on or before Decem- ber 31. Tenants who occupied their premises for the full year receive the full reduction. Tenants who moved in during the year receive one -twelfth of the total for each month's tenancy. Tenants who moved out during the year should receive a similarly proportionate amount within 30 days of term- inating tenancy or on December Tell Us About Holiday Visitors Are you going away for Christ- mas? Mr. McKeough said a tenant who moved in November should give his former landlord his new address so that his reduction can forwarded.
