Berry, clerk -treasurer for the county of Huron speaking at Friday morning's session of county council, Ile said that because the build- ing program at the new adininis- trationbuilding in complete and the final debenture on the 1961 addition at 1-luronview has been paid coupled with the fact that the county is no longer respon- sible for the assessment depart- ment, it seems feasible that the county inay be in a position to consider resuding the levy for general purposes. Berry urged council not to re- duce the mill rate so such a position that in 1971 there would have to be a substantial increase, He stressed a "middle of the raod approach." He also recommended that the working capital reserve fund be increased to avoid such large borrowing costs. Interest cost to the end of October amounted to $9, 401.07 for the general ac- count and $37, 948,32 for the highway account. Council discussed the possibil- ity of two installments for pay- ment of taxes. It was pointed out that in municipalities where taxes are collected on an instal- ments as well. Elmer Hayter, Stanley, said it would be a real hardship for fanners to pay their taxes in installments because they have to wait for their crops to grow before they have the money to pay their taxes. Charlie Thomas, Grey, pointed out that a municipality could 'borrow money cheaper than the individual farmers. Jack Alexander, Winghani sug- gested that the penalty for failure to pay taxes on time should be raised to the highest possible level in order to get tax money in promptly. Warden James Hayter, advised that homeowners who are paying their mortgages off in monthly installments which include taxes are disturbed by the fact that it is costing so much money for interest charges on county bor- rowing. The warden also stressed co- operation at the local level so that the individual municipalit- ies would not lose their right to collect taxes locally. "They could lose this function as well, " warned Hayter. Clerk Berry also asked that the executive committee consider the possibility of establishing a reserve fund for sick leave credits. "In view of the tight financial guidelines as proposed by various provincial departments, a large payment in any one year could result in overspending, "advised the clerk. "The reserve fund would be a protection factor." h F1 wa.o: u:•;,'r,uu}}:: ::;\:tii\•.}:`m...Cff.:nl\\:.'m..r!l':3a•.,`..v.... `'`..x.' anti.'•;c.ti:',•<c..nx.ka:.>ti's:,,.,i't;::.,.:ti:ati.:'.;'=:°ta .,...,,..,.,..,.. ,.,., ORDER NOW and SAVE! groRm Avx•••••:••`x••••!0*V% •w%`%w%:%%S. •016.4.,%•"N1•1•014S.
