Jury was made to the Honor- able Mr. Justice Brooke at the fall assizes of the Supreme Court of Ontario held at the Court House, Goderich, last week. Members of the jury were: Robert Cann, Glen A. Carter, Frank E. Clark, E, W. Oddlief- son, foreman, John It. Consitt, Emmerson Durst and Fred Gib- son. The jurors examined the Hur- on County- jail, registry office, •county court house, Alexandra Marine and General Hospital, Goderich; Goderich Psychiatric Hospital; South Huron District Hospital, Exeter; Huron County Horne, "Huronview", Clinton; Clinton Public Hospital, Clinton; Seaforth Community Hospital, Seaforth, and Wingham and District Hospital, Wingham, on September 23 and 24 and re- ported as follows: County Jail (a) Pointing needed on the wall around the exercise yard. Some shaling observed. (b) The governor indicated that conditions were satisfac- tory. (c) Building in good shape considering its age. (d) Facilities seem adequate for inmates. (e) Me n u examined and found to be very good, (f) Inmates had no complaints when interviewed. (g) Prisoner register was checked and found to be correct —two had been released and replaced by three awaiting court action. Registry Office (a) Suggest that better ven- tiliation be provided by installa- tion of dehumidifier or air con- ditioner. ARMSTRONG, Manager seemed satisfied .with arrange- ment of records, working eon- ditions and number of staff, County Court House (a) The grand jury feels that the county building is in excel- lent condition. (b) Painting or cleaning re- quired in the sheriff's and local registrar's offices, Alexandra Marine and General Hospital, Goderich We found that Mr. Elliott, ad- ministrator, had no pressing problems, The administrative and nurs- ing functions were being very well performed. We were impressed with the efficiency displayed and the cleanliness of all rooms and cor- ridors. Two broken windows in the boiler room were observed and it is suggested that they be re- paired before winter sets in. Goderich Psychiatric Hospital During our inspection we were escorted by Mr. Wilkinson, assistant administrator, and Mrs. Cr e p p s, superintendent of nurses. The tour of the buildings showed good organization and control and a high degree of cleanliness. Following the tour we talked with Dr. Conlon, superintendent of the hospital. He told us that he would like more information on patients from prisons which are sent to him for observation and report. He feels that this is very nec- essary due to the minimum se- curity conditions existing in this hospital. He further indicated to us that this situation was un- der discussion and that he hoped that the problem would be resolved shortly. Huronview - County Home The inspection of Huronview with Mr. Johnston, the adminis- trator, showed everything to be very clean and in very good condition. When we spoke to the residents they were all high w. A very good meal was enjoyed by all of us at noon. Exeter Hospital Miss Claypole, administratrix, said that they were very fire conscious and that something was being done about the fire marshal's recommendations. Plans •are being made to re- place the original building and additional fire precautions are being. carried out ht the new building. With the re -opening of Cen- tralia Airport as an industrial centre there is a good possibili- ty that the present hospital fa- cilities will be overtaxed before long. It is recommended that this problem be investigated, Seaforth Hospital The inspection of this new hospital with Mr. McKenzie, showed everything clean and in good operating condition. Mr. McKenzie outlined his plan and showed us the supplies far an emergency which could arise in the event of a major disaster. Plans include the use of local public buildings as temporary shelter for victims. Clinton Hospital Inspection •of this hospital showed it to be well cared for and in good condition. Some water was found on the floor of the boiler room due to back-up caused by the heavy rain which fell during and prior to this visit. Wingham Hospital Mrs. Morrey, administratrix, told us they were having a prob- lem with bed space due to the continuing high admittance rate of patients. The 104 available beds were full at the time of this inspec- tion. Summary (a) We feel that the jail is much too old for the present thinking on the rehabilitation of prisoners. It is hoped that some plans for maderinzation u replacement are being con- sidered. (b) We feel that all of the institutions visited were operat- ed in an efficient and proper manner, and that due consider- ation was being given to the comfort and health of the resi- dents and or patients. (c) No serious complaints were heard from any patients or residents. (d) Exeter and Wingham hos- pitals are training RNAs, thus supplying part of their needs. (e) Goderich and Seaforth hospitals are having some dif- ficulty in getting nurses. They have applications from candi- dates outside the country and would like entry for these pros- pective candidates expedited.
