Toon. m New Democratic (Continued from Page 1) scheme a consumer's subsidy, because they don't want to alarm independent - minded farmers who are wary of gov- ernment plans that snack of hand-outs. In reality, it would be a farm income subsidy. Mr. MacDonald, a former school teacher, refered to the three central issues his party is pursuing — housing, property taxes and the cost of living— and played up the strategy of dismissing the Liberals as an irrevalent factor in the October 17 election. The way the New Democrats explain it, the election is strict- ly a fight between them and the Conservatives. In his usual fiery manner, Mr. MacDonald also accused the provincial government of play- ing political games with both farm income and housing. On the farm income theme, he re- called statistics from a govern- ment-sponsored study that in- dicated only 20 per cent of On- tario farriers have adequate in= comes, suggested 40 per cent could be assured tolerable in- comes with government help and saw little hope of survival for the remaining 40 per cent. In Huron, the New Democrat candidate is a Presbyterian minister, Rev. John Boyne. He's taking on one of the Con- servative big names, Provincial Treasurer MacNauglrton, and says he hopes to draw support from dissident farmers—espe- cially bean growers still unrec- onciled to last year's provincial intervention in bean marketing. Mr. Boyne told the press con- ference that a number of offi- cials of the Bean Marketing Board in Huron County have promised him support, When questioned by mem- bers of the press as to where the money would come from for all the additional promises he was making, Mr. MacDonald was quite sketchy with the an- swers. We invite you to worship with us.l Highway Minister Explains Program Of Road Work In view of the many inquiries received from the public per- taining to highways and roads under construction during the summer months, the Honorable George E. Gomme, minister of highways, has released the fol- lowing statement for publica- tion, Due to climatic conditions in the province of Ontario, the months of May, June, July, Au- gust, September and October are the only months of the year in which an extensive construc- tion program can be carried out, For economical and practical reasons, work is of necessity confined to this period of the year when all area of construc- tion are free from the effects of frost. In order to ensure proper compaction in grading operations and to obtain the full benefit of the materials used, most construction must be done under the best of weather conditions. Keeping in mind that time is of the essence, the department of highways has a system of contract control designed to ex- pedite the processing of con- tracts and to eliminate costly and time consuming practices. This system calls for the pre - qualification of contractors, the calling of tenders weekly and the proven capacity of the con• tractor to do the work upon which he tenders. The department must also se- lect non -conflicting dates for paving contracts in order that, there might be sufficient con- tractors available to carry out the construction program sche. duled. It is unfortunate that this construction period conflicts with Ontario's ever growing tourist season but with the co- operation of our visitors we are increasing the total provincial highway mileage each year, providing wide and safe roads upon which the many vehicles of trade and tourism may travel.
