Crop Report
Wet humid weather has been
hampering haying •operation in
Huron County. Yellowing of
cereal grains in some areas has
resulted from an excess of wet
soil conditions.
Although sonie white beans,
corn and peas have been dam-
aged by heavy rains in South
Huron, generally most field
crops in the county, on well
drained soils, are growing very
well.

Clarify Situation
Regarding E M
By R. S. Atkey
Huron County council, at its
June session in Goderich last
week, attempted to "clear up"
any "misunderstanding" that
might have existed during the
time of the tornado which
struck the southern parts of
the counties of Huron and Perth
this spring, and to "clarify"
the role of EMO in the county.
Everett Mcllwain, Goderich
Township, chairman of the
warden's and personnel com-
mittee, charged with the re-
sponsibility of clarifying what
seemed to be a murky situation,
told the council that even in
committee there did not seem
to be full agreement as to the
status of Emergency Measures
Organization in the County of
Huron.
"The members of the com-
mittee feel that we should clar-
ify our stand in this county,
and hope the newspapers pub.
lish a full report of this for
the information of the rate-
payers of the county," he de-
clared.
"There was a little misun-
derstanding during the time of
the tornado, and there was some
criticism of the County of Hur-
on. We think this should be
cleared up with a testament of
policy."
The committee report, as
signed by Mr. Mcllwain and
adopted unanimously by coun-
ty council, was as follows:
"The committee feels that
the functions of the Emergency
Measures, as far as the County
of Huron is concerned, should
be clarified to avoid .any mis-
understanding.
"Basically, the county stayed
in the Emergency Measures
retaining the Emergency Meas-
ures program was to .allow the
program to avoid having to re -

ly; however, upon further in-
vestigation, it was discovered
that a more reasonable ap-
proach would be to curtail the
program but at the same time
to appoint an acting co-ordin-
ator.
"As it stands at the present
time, the Emergency Measures
department has a small amount
of equipment which could be
made available under certain
circumstances. This equipment
is very limited in scope.
"However, one feature of re-
taining this organization, allows
for possible assistance through
other channels. In the event
of an emergency it is possible
that .assistance can be secured
through the Emergency Meas-
ures Branch. On the other
hand, as was the case recently,
assistance was secured through
the efforts of our Huron Coun-
ty road department."
The committee's policy was
outlined in the report:
"The committee feels that in
the future, when an emergency
arises where outside assistance
might be required, the reeve of
the municipality or a respon-
sible official, should contact
the warden; the warden, in
turn, should contact the acting -
co -ordinator to determine what
action, if any, can be taken.
"As arrangements stand at
the present time, only the ward-
en has authority to take nec-
essary action regarding an
emergency. The warden, at the
same time, will instruct the co-
ordinator as to what functions
he is to carry out or what other
duties he is to continue.
"Another factor in favor of
continuance of auxiliary police.
Some of the mun:c;palities are
"There is one other point
with regard to the Emergency
Measures organization in that
when funds are available, cer-
tain fire fighting equipment
can be secured through the
Emergency Measures Branch.
At present, however, all pro-
vincial funds for this program
have been spent and there will
be no further allocation for a
year or two,"
Acting co-ordinator for the
Emergency Measures pry: ;ram
is county clerk -treasurer John
G. Berry, who was appointed
by county council when the
EMO program in the Huron
County was curtailed.
