Huron County Road Budget Heaviest
In Many Years; New Projects Listed
Proposed total expenditures
of $1,410,000in 1967 were sub-
mitted in a roads committee re-
port accepted Huron County
Council Monday.
Total county funds required
are $634,000; amount raised at
9.3 mills is $632 400. It is pro-
posed to finance this program
without an increase in mill rate
with a theoretical estimated
deficit of $1,600. These expen-
ditures are covered by two by-
laws: one passed at January
session in amount of $750,000;
and a second at March session
in amount of $570,000.
Two other by-laws have been
prepared to expropriate land
required for 1968 road construc-
tion work in Howick and Stan-
ley townships.
County Engineer J. W. Brit-
nell reported to council that
pre -engineering and design
work is proceeding on schedule
on three development roads:
County Road 12 from Highway
8 to County Road 3 in Egmond-
ville; County Road 3 from
Brucefield to Varna; County
Road 8 from Summerhill to
Auburn. He said that he hoped
to be in a position to call a
contract for the project from
Brucefield to Varma in late
summer or early fall of 1967.
Delbert Geiger, Hay deputy -
reeve, chairman of the roads
committee, reported that the
Huron County resolution re-
questing that the fair wage
requirements of the Ontario De-
partment of Labor be made op-
tional rather than mandatory
was adopted by Ontario Good
Roads Assooiation at its recent
convention.
He also commented that Mr.
Britnell has been elected a di-
rector of Ontario Good Roads
Association, and offered his
congratulations. This was the
first time Huron County had
been represented on the execu-
tive since 1927, he pointed out.
The county engineer informed
council that the. roads depart-
ment service staff was sensitive
to criticism of winter control
and maintenance.
He pointed out that Huron
County spends $200 per mile
on such maintenance sof county
roads, while Ontario Depart-
ment of Highways spends $2,000
per mile.
"We certainly do our best to
keep the county roads serv-
iced," Mr. Britnell stated. "We
are not wasting anything, but
•are trying to get the most from
our salt dollar."
Warden Donald McKenzie
pointed out that the county did
not have a full crew •overnight
like the department. "It is a
pretty ticklish thing to say just
what is the right thing to do at
any given time."
Herbert B. Such, reeve of
Goderich, said he had been
asked to pose the question to
the county council as to why
there is not a more equitable
portion of road rebates paid
back to the town of Goderich.
He asked why an additional five
per cent was not added to the
present 45 per cent to bring it
up to the others.
County Engineer Britnell re-
plied that the 45 per cent figure
had been arrived at in the orig-
inal negotiations ,and since, af-
ter due consideration of all
the circumstances. It was very
difficult to give a municipality
additional funds when there
were no county roads within
the municipality. In addition,
the original county roads in the
towns were now part of the
provincial highway system, in
many instances,
Mr• Such remarked that al-
though Canada seemed to be
facing a "separatist" problem,
he did not think Huron County
was. "I am darned sure that
Huron County is not going to
have that problem with the
town of Goderich!" he exclaim-
ed, amidst loud clapping from
fellow -councillors.
Roads chairman Geiger and
county engineer Britnell offici-
ated at the presentation of
county lapel pins to nine long-
time employees •of I-Iuron Coun-
ty Roads Department—a total
of 283 years in all!
The nine, who were honored,
were called to the dais and each
in turn was presented with his
gift by the two officials, after
which Warden Donald McKen-
zie congratulated them on their
long service. Later, they were
guests of the County of Huron,
together with council members,
at a luncheon at Maitland Golf
